Hello, my name is Fernando Navarro. I am the proud owner and operator of C.E Floor Care. I started in the flooring industry 7 years ago, working as a helper to a 30 year veteran in the flooring industry. Covering all bases from: floor/carpet installation, repairs, and maintenance. After 3 years of loyal service. I branched out on my own. With the experience under my belt, I started C.E Floor Care. A company that proudly services commercial and residential customers with the up most consideration for outstanding customer service. Still hungry to learn and expand in the flooring industry; I became certified by the Institute of Inspection Cleaning and Restoration Certification (IICRC). This certification covers carpet cleaning, upholstery cleaning, and hard surfaces. I continue to expand my knowledge in the field, and I stay up-to-date with the latest high-quality products and equipment to best serve my customers. I found them from a suggestion of an apartment manager in Los Angeles who manages several apartments and had heard about them. The first two times they cleaned the carpets they were not very responsive but the carpets did get clean, my renter took photos and sent them to me and said they looked good and the price seemed fair. Also I don't live close by and they let me pay via credit card for the services for the last two times which was very convenient for me.
This third time I followed the same process of emailing them and requesting they do this again as I had a new renter move in. I emailed them on Dec. 13, 2015 requesting this and did a follow up phone call after not hearing back from them. I spoke with Gabby who I had worked with the last 2 times I had them cleaned. I asked her if they would match the same price of $150 that I paid six months earlier (June 2015) to have the carpets cleaned. She said they would have to send someone to the property to confirm the price. I also confirmed with her that I could pay with my credit card as I had done 6 months earlier in June.
I never heard anything more about the carpet cleaning after that phone call until January 9, 2016 when my renter called me to say Fernando came and cleaned the carpets and just left. She also said he knew nothing about a credit card and she had to pay him with a personal check. I told her she should cancel the check as they have my credit card details and I agreed with Gabby to pay via credit card as I had the last 2 times and they may be getting double payment. I then called CE Floor Care and left a message as no one answered, telling them we had agreed that I would pay by credit card and they shouldn't have asked my renter to pay with a check and she would be cancelling the check. I also left my credit card details again in case they needed them again.
On Monday I received a voicemail from Fernando saying he had already deposited the check. The voicemail was sort of condescending but I didn't want to read too much into it. So I called him back and was able to get him on the phone. I told him my renter had cancelled the check as I was paying for this with credit card as I had done the two times previous and had agreed with Gabby this time again. This is when he starting yelling over me. He told me cancelling that check would cost him $45 in cancelled check fees and who was going to pay that. And I said he would have to sort that out as we had agreed to pay via credit card and my renter shouldn't have been asked to pay for this. When I responded he got even more furious with bullying language yelling on top of me telling me he was going to take a lien on my property for the $45. I told him he would have to do what he would have to do and then the conversation ended - not sure if he hung up or what happened but it was nonsense to keep arguing over this as he was trying to bully me into doing it his way. Then a few minutes later my renter called me and told me Fernando had just called her and told her not to cancel her check. I couldn't believe how inappropriate and unprofessional that he would call my renter and say that. As the property owner I would think he really should be dealing with me directly. I did email Gabby explaining to her what just happened on the phone with Fernando but she never emailed me back. Instead Fernando called again, I didn't answer the phone as I was getting scared at this point with him and he left me another message telling me that he is not charging my credit card but he will get payment from the check. It was this condescending demanding tone of how this payment was going to happen. It was so unnerving that I emailed them again to request Fernando stop calling me and my renter and that it would be best if I dealt with someone else from their company. But to this day no one has ever emailed me back or called.
The funny thing is I have always paid them instantly for their services so this 3rd time it was never an issue of his getting paid but just that he wanted my renter to pay him with her check. I'm guessing it is because I did found out from her that he added on an additional rug cleaning that I didn't know about or ever approve.
I found it very strange that CE Floor Care never called back to confirm the price but just went and cleaned the carpets without confirming the price with me. Also Fernando tole me that he had called my former renter before going to clean the carpets which is strange as he had the new renters number because he scheduled an appointment with her. So they seem a bit disorganized. Also, to this day I have never received a bill or follow up as to how much this cost. It was my renter who told me the price. I did pay her back for this but what a nightmare.
The whole situation was so unprofessional. I know there are many other carpet cleaners out there that will do a good job, give a fair price and provide professional and responsive customer service. So for my next carpet cleaning I will use another company - one with top ratings on Angie's List.
