We're not sure of all of the things Paul did, but he was the only name we got as the electrical subcontractor for our remodeled home, so can only attribute everything - including illegal, not-up-to-code work to him.
Our dishwasher began shorting a circuit after we bought our house. We hadn't been using it with anything else on that breaker (the garbage disposal and another grounded outlet shared the breaker) so knew it was the washer.
The electrician we called was SHOCKED that the electrician who had done the work was licensed, as he had made the ground wire the used (hot) wire! In effect, there wasn't a safe way to actually use the outlets and he was amazed we hadn't been getting shocked all along, especially considering we were so near water. He literally said "He needs to find another job. He doesn't understand electricity." (!!!)
Our new electrician mentioned that this was not only extremely dangerous, but not up to code and even illegal. We could have been electrocuted and the work needed to fix the problem was pretty immense... hundreds of dollars and tearing out tiles and walls and cabinets to get to the problem. We wouldn't have trusted Paul to come back and do the work "properly" as quite frankly, I'm not convinced he would know what that was.
I get that this is a little technical for some people, and wish I could insert an explanatory link, but that's against Angie's rules. For a simple explanation, simply look up "ground wire vs hot wire" and a "dummies" link shows up first. It's a pretty simple and thorough explanation.
I've also included pictures to show you how the outlets came out of the walls so you can see the validity of my comments.
