An electrical permit was required by the City and they sent him a notice with a deadline. He took no action within the time given to him by the City Departments. A third party contacted me and said Efrain forgot about something to do with my property and that he was going to take care of it so wouldn't have to be concerned. A month later I received a notice from the City Housing Department, that because a permit wasn't pulled by Efrain after receiving multible notices, my property was in REAP (Rent Escrow Accout Program). Tenants were to pay a discounted rent directly to the City. I was ordered to a General Managers Hearing, had to hire an attorney, pay fines and go beyond pulling the permit -- now upgrading units to pass a Housing inspection. Efrain had agreed to cover my costs. When my attorney tried to set up a abritration/mediation appointment, he and his attorney stalled and wouldn't agree mediate. I then filled a case in Small Claims Court. The judge asked us to come to a settlement or our case wouldn't be heard for several weeks. Efrain agreed to pay half of my expenses. We worte up an agreement that was accepted by the court. I could pick up a check from his office within the next couple of days. I called his two office numbers and finally got ahold of Efrain. He was screaming and saying he wasn't going to pay me, if I show up at his office he was going to "take care of me". I asked him what he ment by "taking care of me" and he didn't respond. I let him cool down for a day or two and contacted his local police. They met me on his property and with our "court agreement" in hand said that if he doesn't make payment, I will file a police report about the negative phone conversation we had a couple of days ago. Efrain gave the police a check and said I could deposit it at the end of the week. The check was not good for a long time, but finally after checking his account everyday for weeks, the funds were in and I was able to cash the check.
