It is a small, two bedroom, two bath house. It is one story. So far, it has taken him 8 full days and 5 partial days and he still has not completed the work. He started the work without a city permit. After I stopped him from doing the work, on 1/27/2010, I asked him if he had a city permit, and he could not answer me. He lied to the city, telling them it was an emergency roofing job. His excuse for not having a city inspector come out to check the lining was because it was so windy, he could not get a permit. He tucked the felt underneath the metal siding so that when water rolls off the roof, it runs underneath the metal onto the wood on both sides, not through proper drainage holes. When I approached him about it, he claimed that the tile would stop all of the rain from going onto the wood. I thought this was wrong, and this has been confirmed by other references. He claims that everything I have complained about are cosmetic issues or my complaints are inaccurate and he wants to wrap up the job as it is. I asked him to keep the heavily worn tiles in one area of the roof, and the less worn tiles in a different area of the roof, and the new tiles in an area that is not seen. He kept the less and more worn tiles in one area and it looks "patched up" His contract said that the wood that was to be replaced would be painted on before installation. He put some of it up without painting it. Some of the other pieces were only partially painted. The skylight is leaking; it was not sealed off properly and looks crooked. His coursing (spacing of the tiles along the roof), is uneven.
Description of Work: I hired him to put a brand new roof that is composed of tile. He was to take out the old lining and put in a new one. He was also supposed to replace broken tiles.
