I know this is long but I guarantee you will receive pertinent information and knowledge about Richard Hopkins, owner of RDH Construction, horrible contractor’s license history and how to protect yourself against Richard and any other contractor you may hire and how you will be treated in the court system and what you need to do and have if you have to go to court. I have never had such a major job done to any of my repo homes I purchased, I was able to do a lot of the work myself. I had a major leak that did major damage in this home and I certainly was not completely educated even after doing research. Also, when you are researching Richard Hopkins, ask yourself this question: Richard’s license was effective in 1990, you will not find one review on him until mine, in 2019, which was after my small claims court date. 29 years and no reviews, WHY??? Now he has a couple of people who posted but not until after mine. I am working on updating ALL 4 of my reviews BBB, Superpages, Angie’s List and Buildzoom on Richard Hopkins, owner of RDH Construction in Citrus Heights, CA. When I first researched Richard Hopkins on the California State Licensing Board for contractors I did not realize I had to go hunting for Richard’s FULL report, I just found the full report on 04 20 2019 with the help of another contractor; I am going to give you the FULL REPORT so what happened to me does not happen to you. I found out Richard does not carry workman’s comp for anyone that works for him, TOTALLY AGAINST THE LAW WITH A HEFTY FINE, and Richard had his son working for him in my home. When I told Judge Weinberg this information he blew it off by saying my homeowners insurance will cover it. First of all, why should my homeowner’s insurance be expected to pay?? They will raise my rates. Next, let me tell you the ramifications of Richard not carrying workman’s comp on his employees. We all know that insurance companies work at getting out of paying for anything. Most likely your homeowners will not cover anyone’s injuries when their employer does not have workman’s comp insurance on their employees. Your insurance company will tell you it is your responsibility to make sure everyone is covered by workman’s comp by asking for proof of policy. If Richards son got injured in my home, working under the table for a company that does not carry workman’s comp insurance on its employees and my homeowners denies the claim, Richards son could sue me personally to cover his injuries and I would be destroyed since I am disabled and on SSD. Richard was issued his license in 02 07 1990 and a little over a year later Richard had a complaint filed against him. The citation number is 3 1991 002439 where his license was suspended on 09 03 1993 and was reissued on 07 16 2015, that is 22 years later. Richard was in violation of 7107 Business and Professions Abandonment without legal excuse of any construction project AND violation 7113 Exceeded contract amount. Which is two things Richard did to me. Contractors have to carry one bond, Richard has to carry the standard bond AND A DISCIPLINARY BOND. A DISCIPLINARY BOND is a required bond for a contractor following suspension or revocation to get their license reinstated. It is used by the CSLB as an additional punishment to the contractor to help protect the consumer a little more than just having a standard bond, this did not stop Richard when he started my job in November of 2016 and walked off my job on 2 3 2017 being paid in full, leaving several incomplete jobs and incomplete dangerous electrical work. Usually cited contractors have to pay additional fines to the CSLB and serve some kind of time span before being allowed to apply to be a contractor again and according to CSLB dates, Richard had to wait 22 years. After I had made my 4 review postings, Richard states he contacted all of the above sites to have my reviews taken down. Buildzoom was the only site out of the 4 above who contacted me with the email Richard sent, threatening them with legal action if they did not take down my post. Buildzoom took down my review and ALSO requested my documentation. To make a long story short, after reviewing my documentation Buildzoom reposted my review along with the warning to double check Richard’s license status with the license board. I saved you that headache of searching for the full report because it was not easy to find. Buildzoom ALSO RATED RICHARD HOPKINS stating he is in the 30%tile range out of 336,931 contractors in California. Richard now states during those years he was not a contractor he worked as a foreman; IF you use him, have him provide some documentation of his work experience for 22 years AND try to contact these employers just to confirm Richard had 22 years of construction experience because what he did to my house is not indicative of a whole lot of experience, especially the dangerous electrical installation of the over the stove microwave, pinching and bending the cord in half and not completing the electrical outlet installation which was deemed dangerous by a licensed electrician and another electrical outlet was deemed dangerous by the city inspector and the inspection did not pass. Richard told me I could use my microwave and the other electrical outlet for my counter top oven, and I did so for 8 weeks before finding out they were dangerous which increased the risk of me having an electrical house fire. I have many suggestions when using Richard Hopkins. My first suggestion is contacting the California State Licensing Board and ask them how you can get the brochure Contracting for Success, A Contractor’s Guide to Home Improvement Contracts. When I physically turned in my complaint to CSLB they gave me this brochure which is intended for the contractors but really needs to be available to the consumer, too. Richard broke laws and did not provide a proper legal contract to me, one example is Richard did not put a completion date on the contract and when he walked off the job he said, “There is no completion date on your contract and I can take as long as I want to finish your job.” My second suggestion, have family or friends there to be an advocate for you, especially if you are a single female like me, to go over your contract with you and to stand up with you when dealing with Richard because he yelled at me several times. My contract was for $14,400 and I did not check Richards numbers until much later and found he added in an extra $1,500 worth of requested payments making the amount he was asking for come to $15,900. Make a list of everything you want done and check the contract with your advocate to make sure everything is on the contract and the contract meets the standards in the above brochure. I missed the fact that one thing I wanted was not on the contract and Richard indicated all thru the process he was going to do that installation. Also, Richard was requesting checks before tasks were even started, Richard asked for the money for the cabinet installation before the cabinets were even delivered and that is against the law per the above brochure. You really need cameras to be everywhere to capture every moment and every conversation with Richard and his work, again the contractors brochure showed me Richard did many things wrong. Richard also told me he took pictures of my house, I never gave him permission to take pictures of my house. Plus, if you go to court and you do not have a video of Richard the judge will say, Where is your proof. Just because you say something happened, these judges will not believe you. I even gave Judge Lapham over 75 pictures and all kinds of my written documentation, a report and description of paid repairs from a licensed electrician, city inspector report that did not pass, general contractors description of repairs with payment, licensed tile contr
