I called service from ABACUS anyways as I want to seek formal expert opinion. The provider responded fast and service man came on time. His demeanor is professional. After observing my water heater for about 10 minutes, he diagnosed that either he needs to replace the entire control valve ($12,000) or the entire water heater ($25,000). I asked is there is probable cause it is a bad thermocouple, he refused to consider the probability claiming his experience is it is not. I asked him whether he can replace the thermocouple for me anyways, just to see if it works first. If not, we can go for more expensive solutions. he REFUSED to do so, saying he neither have the skill nor have the equipment to replace the thermocouple. I sent him away, paid the 60 dollar service fee because after all, he came out.

Later I called another company, the technician almost immediately said it's a thermocouple issue, replaced it, and now the heater is working fine. It costed me a bit less than 100 dollars and about half an hour.
Jason, our technician, was absolutely superb. He arrived Monday morning at 8 am after we had had a plumbing emergency on Sunday, but chose to not pay the significantly higher after hour fee for Sunday evening service. He was extremely knowledgeable and very articulate. He explained all the options available to us, their relative cost and advantage/disadvantage. He was extremely clean and efficient in carrying out the work that needed to be done. He rebuilt our Delta kitchen faucet with the parts that were available. But when we were unable to get from Delta one key part, we purchased a new kitchen faucet, which he replaced as part of the warranty on the work he had done on the old faucet. We felt that he treated us very fairly and were delighted with his work. We hope that when we have plumbing problems in the future, we will be so fortunate to have him back to our home to handle them.
