Initially, it seemed like the process was going to go well. Mr. Jorgenson was contacted in early January to provide a repair estimate. He provided a reasonable estimate and showed the initiative to contact the Historic District Landmarks Commission to obtain the permits needed to work on the facade of a historic building. After some delays due to weather and scheduling, he began working on the project in February. As the repairs progressed, it became obvious that the problem was beyond Mr. Jorgeson's expertise and an outside expert had to be contracted to provide Mr. Jorgenson and his crew guidance.
By mid May, the mansard roofs and the outside facade was beginning to be painted, which was finally accomplished in early June. While the fascia repair was done, the chimneys have not been capped as of this writing, nor has a drain pipe (loosed during the fascia repair) been put back together. Mr. Jorgenson has been paid in full, but it is now August and the tasks he was contracted for are not complete.
Mr. Jorgenson seems to be new to the New Orleans area and at the beginning of the year, at least, had not established his business in Louisiana, although he was insured. Because he does not spend much time in New Orleans, but travels back to Arizona frequently and for extended periods, he is hard to get a hold of and his subcontractors are very unreliable and do not finish their tasks.
