He owes me $2000 dollars + for work not performed. Poor communication after down payment. Then no communication, I made every attempt to contact him. He is a very friendly fellow, do not trust him or pay any money upfront.

This guy is a crook.  We provided $9000 up front for materials and labor.  The work they did do was poor.  Left the work uncompleted with few materials on site.  Phone disconnected.  Skipped out on work.  Project maybe 30% completed poorly.  We were screwed.  Plan to file legal dispute, but little hope of $$ recovery.
