Tru-Line striping and parking lot maintenance LLC

On Fri, 29 Mar 19, I paid Wayne Noblitt a deposit of $7K for some dirt work- fill dirt and level a lot to prep for construction. He was supposed to start Mon, 1 Apr. He didn't. Then, it was going to be the Monday after that because he was having difficulty getting a dozer. Then, it was too wet because it rained. Then, he was going to do another job in the area so he was going to knock them both out at the same time, he didn't. I let it go for a couple of weeks and drove by the lot. It wasn't touched. On 8 May, I finally called and text him again and told him not to start- that I was canceling the project and I needed my money back. He called and said he would bring it by on Fri, 10 May. He didn't. I had to leave town for a few weeks. Got back on 24 May. On 25 May I called and texted and asked why he didn't bring my money by. Again, he said he would stop by over the weekend of 30 May with my money. He didn't show up. I called and text on 3 June asked where he and my money was. He said June 7th bring it- no show. Now he blocked my phone and is not responding to phone calls or texts. I know this because I called him on my cell phone and it only beeps and cuts off and if I call him on my landline, it will ring thru. I have tried to contact him several times and always excuses. I did some research. He is partnered with Tru-Line striping and parking lot maintenance out of Newton, AL and his father also has Tru-Line striping and parking lot maintenance out of Glen St. Mary, FL 32040, All 3 companies have the same advertisement and photos. All three are "run" by different persons. The FL operation is run by his father, Steve Noblitt and the Newton, AL operation is run by a Keith Jewell. I assume these are partners. I also assume he took my money, that he was supposed to be holding for my job, and spent it on another job.
