In this case, the estimator's proposed "fix" for a minor skylight leak was to apply caulk to some cracks that developed in misapplied adhesive from an old but botched repair. It was not a real fix, but a cheap way to say they did something without really costing them anything to solve the underlying problem. That underlying problem, I subsequently discovered when I decided to double check the situation, was improperly installed flashing around the skylight which a prior repair job "fixed" by smearing adhesive caulking all around the surrounding shingles. Over time, some of that smeared adhesive had cracked, thus causing a small water leak.
I understand that fixing the underlying problem of improper flashing and then a prior botched repair might have exceeded the scope of the original $75 special, but it was either incompetent or else dishonest to try to fix the current leak by smearing some more caulk over the prior improperly applied older caulk. It was a way to get off cheap rather than really honor price of the original "special" deal I purchased through Angie's List.
In addition, the quote for the other work they said needed to be done was very excessive compared to what I paid just the month before for nearly identical work by reputable roofing contractor on another house I own. I believe the much higher quote on this second house came from the fact it is in a more affluent neighborhood - which seems to cause contractors to think they can jack up their prices.

I called the provider for replacement of two sections of gutters. The estimate was done and included replacing wrapped fascia boards on 3 sections of gutter. I had only asked for two and not the fascia boards. I agreed with replacing the fascia board in one section, but the one in the rear had already been replaced. Requested new estimate that only replaced one fascia board and the two damaged gutter sections. Kept the cleaning and downspout repair also.
The day before they were to come out there was a snow/sleet/rain event. I called in the morning to see if the work would take place. They said they were waiting to see if the ice melted enough to do the work. I waited for them to call. Around 12:30 PM they called and said they weren't going to be able to do it. They said they'd be out at the next available time. I asked when that would be because I wanted to be there. They said 3/12/15. I agreed.
On 3/9 received a call that they were at my house doing to do the work. I called them back and said that I needed to be there for them to do the work. They called back to ask if they could leave the gutters sections in the yard. I said they could. I then got a call from the office who said that they really wanted to do the work that day and why couldn't I let them do it. Again I stated I had to be there to do the work. They said it was going to rain the next couple of days and that plenty of people like to have the work done when they are not home. I stated that I am not one of those people. I want to be at the house so I know what is being done to my house.
They came on 3/12 and did the work. They workers did an excellent job and the gutters look and work well (so far).
