His estimate included the wording "Price includes all equipment, materials, labor, permits, fees, inspections and drawings." On the basis of this, I hired him. I furnished a survey on the first work day so he could map out the installation for submission to the permit office. I mentioned the permit each time he was at the house. On the final day, when I was writing the check, he handed me an Invoice onto which he added on $500+tax for a Change Order that we had never discussed and I had certainly not approved. [Note: I did say I wanted a drip line around the foundation and believed it was included in the original price. If I misunderstood, I was wrong and am willing to pay any legitimate charge. ] Then it started. He offered to accept a check for the originally agreed amount ($5,304.25), deferring the add-on until he returned the following week with the permit and drawings. He was also going to have someone inspect the valve box. That never happened. He has not returned with the permits and drawings - which are required by ordinance - and has not returned my emails or messages. I have no clue about the layout of the system and which valve boxes control which zones. Robby McAllister apparently works more with commercial - as opposed to residential - customers. I can't imagine that any business would let him get away with what he pulled on me.
