Rent in Brookings

I began renting from them in May of 2010 my lease ended in May 2011. I chose not to continue renting from them because I felt the rent was a bit too high for the quality of the house and services provided and they wanted to raise the rent another 50$ a month. So I cleaned the house for day making sure I would get as much of my deposit back as possible. We were also asked to change our forwarding address with the USPS. I did this however I'm a college student and my billing address for my credit card was different than my current address so it took a couple weeks to get it changed. I waited and waited for my deposit to turn up in the mail, all of my roommates had received theirs. They told me that almost 2/3 of our deposit had been witheld for various charges such a cleaning, batteries, and 400$ for a code violation but they wouldn't tell us what code we violated. I emailed the company a couple times and finally two weeks later they replied to tell me that they had mailed my deposit to my old address (the address of the duple I was renting from them) because my forwarding address had not been changed with the USPS yet it was delivered to whomever is living there now. I had emailed them my current address a month before I moved out and left it on the counter with the keys as requested. So I asked them if they could stop payment on my first deposit and send me a new one. A week later they replied and told me they would gladly to that for just a small fee of 25$. I did not feel I needed to pay that because I provided them with my correct address with plenty of time. They continued to avoid emailing me and never answered there phone or called me back. I finally got a hold of the lady working in the office she was quite rude and told me it was not her problem and that her boss (that she never sees her boss but she would ask him what to do when she did) I still have yet to receive my deposit. I can't get a direct number for the "Boss" The office seems completely incompetent! DO NOT RENT FROM!!! I just want my money back!
