I contracted with T&S Electric to fully rewire a small row home in Philadelphia. The contract included a complete layout of home outlets, switches, etc. and was for $3950. That price did not include any cutting or patching of walls, which were performed by my general contractor. They said it would be a three day job. They didn?t show up the first two weeks because of various family issues they had. They came the third week for one day. Another day more than a month later. I had paid them $1300 up front, which was to include all the materials. Fast forward to April 14th, only a small fraction of the rough wiring is completed and I?m losing patience. At one point, I decided to change the kitchen layout, which would require the oven and cooktop wires to be run from a wall two feet away from the original layout. The new kitchen layout would require 3 GFCI receptacles. And I was putting the laundry on the second floor instead of the first. For these changes, they wanted to charge me an additional $1075. I questioned this in an email because there was actually minimal additional work and also I had removed some things in the contract that would give me a credit. Here are the details: oven and cooktop change: They had not actually run the wires yet. So, there would be no additional work or materials required to pull the wires two feet from the original location. Further, the contract did not specify a layout anyway. 3 GFCI receptacles: They wanted to charge me $200 for each one, but they because very indignant when I pointed out that the contract we had signed (which was sent by them!) already included 3 GFCI receptacles in the kitchen. washer/dryer change: They claimed that pulling the wires upstairs would require significantly more materials and labor. This was? t actually true and I showed them how the distance from the box was actually the same in either location, and actually less work to put upstairs since wires could be run straight up the walls instead of horizontally through the joists. Nonetheless, I agreed to pay extra for this. However, I had eliminated several items from the contract (dedicated floor heater wire and two recessed lights), which should have given me a credit. When I pointed these things out, they had no response. I even told them to simply fulfill the original contract and leave out these items so I could have someone else create these changes. I simply wanted to finish something for inspection so the work could move forward. They had held up all work on the house for nearly three months! As I refused to pay them additional money up front as they demanded and told them I would continue to honor the contract as we agreed, with an additional large payment once the rough inspection was done, they simply did not show up. Instead, they went to the house early Sunday morning and stole the electric equipment I had already paid for, including the electric box, rolls of wire, breakers etc. The owners of this business, Tony and Scott, are not to be trusted. I would caution anyone from working with them.
Description of Work: the contract was for a full rewire of a rehab home. over the course of three months, they managed to complete a fraction of the rough wiring.

Response from T&S Electric,LLC
We did not steal anything from the customer. The material that this customer is talking about was purchased with our own money. There were changes to the original scope of work. We simply asked for money upfront from the customer in order to cover the cost of additional work to be done.
