I have lived in Manor at England Run Apartments in Fredericksburg, VA since April, 2012. Since I moved in my air conditioner did not work. I placed about 10 calls and maintenance requests through their portal from the end of April through June 20 before they finally fixed my air conditioner. They came out after about the 5th complaint and installed two window units in the bedrooms because they said their HVAC staff were fairly new and could not figure out the problem. They ran non stop for about a month. My electric bill for the Months of May and June were about one and a half times what they should have been. I had told them three or four times that I was going to deduct the overage off July's rent and no one that I talked with had a problem with that until the corporate office finally got involved and I turned them into the Better Business Bureau. Shelly Innis from the office in Fredericksburg finally decided to take her job seriously and email me about my electric bills. She said I had to put my rent in their escrow until they figured out how much, IF ANY, that they owed me. Prior to living in this three bedroom apartment, I lived in a 3 story town home. She wanted to compare my last year's electric bills to the tiny apartments electric bills to see if they owed me money. I have sent them copies of April, May, and June electric bills and have asked how long it would take to get the money they owe me back and have yet to receive an answer. They finally installed a new air conditioner on 6/26/2012. It took them 2 months to do this. I have also complained about dog feces being all over the common grounds where my kids play. I was told it wasn't their job to keep the dog feces picked up. This is a major health problem for people in the apartments although my main concern are my four daughters who like to play outside but I cannot allow them to because the problem is so bad.
Description of Work: I rented an apartment at Manor of England Run the beginning of April, 2012 and my air conditioner did not work the entire time. Their HVAC Technicians do not know anything about air conditioning from what I was told by Celia, one of the office personnel. There is only one person that knows how to fix air conditioners and he works at another one of their complexes and is so busy they have to wait until he can come over and fix major problems such as mine.
