Even after generously paying him $900 plus tips for a job where he invoiced only $850, even after paying him promptly on the spot on other three jobs with his outrageous prices that he claims to be due his licensed certified plumber status when he always do the job the right way - later when the water authority from Municipal Authority of Westmoreland County came - they found out to be ALL WRONG - Harry's work as per the water authority was ALL WRONG and not according to the City Code - water authority said being a licensed plumber Harry should have known better of how and where to install a water regulator in a water meter and to install a dual valve on the opposite side of the meter - as per the City of Greensburg code.
He did the entire work WRONG and when discovered by the water authority he immediately tried to hide his error by telling he tried to save me some money by doing it not according to the city code! Now water authority wants me to correct his error, for additional expense.
Despite being generously compensated for his work by paying him more than his invoice plus tips, he claimed I wanted to do it cheap!! After doing it the WRONG way in the eye of the City Code, he claimed he always do things right. Beware folks, simply beware! He may come and tell you million times that he is a licensed master plumber he always do the job the right way and then City may come to your door during inspection and point you out his errors as they did to me! Water authority could not believe his error, as it is in each and every drawing of the water authority that every licensed plumber should know!
He is also vey rude in conversation and try to act like he knows what he is doing, when he certainly does not! He increases his work list when called, and add multiple items above what you wanted, and then scare you that if you don't do it then City will send fines, etc. and then do the work WRONG way for they City to notice!
After using multiple plumbers over the years for my five properties inn Greensburg, I must say that I have never ever experienced a bad plumber like him.
He also uses his friend to do work under the Table that is supposed to be done by a licensed plumber and then charges additional $50 per job to pay for his permit to the friend (according to his friend).
Needless to say, stay away from him and his Best Plumbing Van - what an irony of name! It is a shame that despite being a licensed plumber to follow certain code of ethics these folks constantly violate that ethics and do things violating the code that they know should be done correctly! Our construction industry cannot prosper with people like him!

My Mother asked me, and quot;Well, who do we call?and quot;
I responded, and quot;Well, we probably made one of the biggest mistakes of our lives by calling Mr. Rooter back on December 24, 2011. We paid Mr. Rooter $20,267 for an improper diagnosis, unnecessary sewer line restoration options, and shoddy site post-construction restoration. Also, if there are issues with Mr. Rooter’s work in the future, you can be 100% certain that we can expect them not honor their warranty as they cannot even be bothered to honor or complete the terms of their initial contracts. Furthermore, we even have evidence that proves Mr. Rooter breached their contract and communication that proves that they lied to us and refused to make it right. Besides, during that nightmare, Mr. Rooter quoted us $1400 for a new, basic gas hot water heater when I inquired in December of 2011 before we realized we were being “taken to the cleaners”…taken advantage of…ripped off…scammed. Mom, I am 110% certain that the quality of the materials Mr. Rooter uses is low and that their mark up is double to triple what an honest and reputable plumber is charging, who is still making a good living by the way. I continued, “Finding honest, upfront, and capable people to perform service work has become increasingly difficult…Comparable to finding a needle in a haystack; HOWEVER, I was impressed by the honesty, integrity, work ethic, and the field experience (A Licensed Master Plumber since 12/31/1930) of BEST PLUMBING HEATING and A/C’s owner, Harry Risko, back on June 3, 2013 (See 6/4/2013 Angie’s List Review) and that is who I think we should call.”
We called BEST PLUMBING HEATING and A/C and left a message on their answering machine. Since Harry is the only one, along with his apprentice, who answers the service calls that come in, we were hoping that he would be available to evaluate and possibly address this urgent issue ASAP. Within approximately 1 1/2 hours, he returned my phone call and was on his way out to investigate the issue the same day.
When Harry arrived, he investigated and confirmed that the hot water heater was definitely the source of the profuse leaking as suspected. Harry also inquired about the age of the water heater, which was unknown but estimated to be about 6-8 years old according to the former property owner’s declarations when the house was purchased in December of 2011. Harry decided to check the water pressure coming into the house, which was reading at 120psi - almost double what should be coming into the house and most likely the cause of the premature failure of the hot water heater. The water coming into the home and running through plumbing equipment and fixtures should be between 50 and 60 psi…any higher and one will find themselves with leaks and investing in repairs and/or replacement.
All said and done, it was $699 for the purchase and installation costs of a best in the industry Rheem Professional Classic 40-gallon gas hot water heater AND $200 for the purchase and installation of a water intake pressure regulator for a total of $899.
To top it off, he checked for gas leaks because he thought that something must be wrong to have a gas bill as high as the one we explained we recently received for a house our size and the fact that we only have a furnace, a range, and a hot water heater that use natural gas…nothing else. His investigation did not find any gas leaks; however, he recommended calling the gas company to complain about the high bill and to have them come out to investigate as a precaution.

3) reasonable material and labor costs in relation to the scope of the job being evaluated

I love that BEST PLUMBING HEATING and A/C keeps costs fair and reasonable by purchasing the materials specific to the service issue at-hand at the time of service; thus, consumers are not stuck footing the bill for the following: a warehouse stocked with an unnecessarily large overhead; unnecessary flashy franchise advertising and franchise fees; and for a pair of new, unsupervised, inexperienced, unqualified, and unlicensed franchisee apprentice plumbing salesman to show up at your door to sell you products and services that may or may not solve the issue.

He was prompt, thorough, and accurately found the real source of our problems. Definitely would call them again.
This duo was prompt, professional and courteous.
When they arrived, we briefly discussed where the new spigot could be installed. Then, they gathered their materials and immediately began work.
While checking for gas leaks before using the torch to seal the joints in the new copper pipes, a gas leak was detected at the valve. Luckily, tightening is all that was necessary. (I knew I was smelling gas, but I couldn't figure out where the smell was coming from. Good thing the source of the smell that has been tormenting me on and off since December 2011 has been found and taken care of! In addition to ensuring our safety, I am relatively certain that this fix will lower our gas bill.
In using our spigot, we are satisfied with its location and its function.
