"[Member Name Removed]-I am very sorry for the hassle. In this case, marking utilities should not have been necessary. We were maintaining an existing landscape edge, not doing new "digging". The issue is this- Cable providers often put their line just under the sod, which is not to code. We have hit these cables doing tasks as simple as pulling weeds with a trowel. As you can imagine, using a trowel to dig out a weed should not require utilities to be marked, and our bed edging in this case was no different. While the repair is free, I do get it is a major hassle. Our team does have all utilities marked before jobs where we are truly digging. Where we are performing tasks like maintaining an edge or weeding, we do not mark utilities, as none should be impacted. Problems can still crop up, and I feel your pain."
