The hot water heater in the townhouse where I live stopped working on 12/24/11. I waited until the night of 12/25/11 to contact the plumber, so as to not disrupt his holiday weekend. Rather than call during Christmas, I left an email on this company's web site to call me on the morning of 12/26, which the owner/plumber did. We arranged for him to come on the morning of 12/27. On 12/27, the owner/plumber and his helper arrived and the plumber immediately began tearing into the water heater, which he had replaced (under warranty and a $200 labor charge to me) just two years earlier.
He quickly pulled out the electronic gas valve and immediately tossed it onto the concrete floor, as water began to gush from the water heater, from the opening where the gas valve had been. Then, he unclipped what he called the and quot;VOC,and quot; a safety device, a sensor for detecting vapors, which he accidentally dropped into the puddle of water he had created. Effectively, that rendered the sensor useless for the future. That aside, the plumber had his assistant fetch a used electronic gas valve, similar to the one in my system, from their truck. That did not work either. In fact, after attempting to restart the water heater numerous times, the and quot;systemand quot; eventually locked out any further attempts. Consequently, the plumber needed to call the manufacturer, State Water Heater, on its 800-number to get a special code. He was told that he would receive that code via an email to his office. The plumber offered to return on the following day, after he had time to retrieve the email, with a new sensor and the code needed to restart the system.
So, it was likely that the gas valve and all of the other original parts of the water heater were never at fault. The system shut off because leaves had been piling up in the well (which is not covered and looks similar to a basement window well) and blocked the exhaust. The built-in safety system, apparently, worked as it was designed: It turned off the hot water heater system because the exhaust pipe, or the well it is designed to exit through, had become obstructed.
Had the owner/plumber considered that first, it's very unlikely that plumbing labor and parts would have been needed. Not being a plumber, and depenedent on the townhouse homeowners' association, which does the grounds work, I wouldn't have been knowledgeable about the exhaust pipe, the exhaust pipe well or, even less, to keep it clear of leaves. However, an experienced, qualified plumber, I am told, should have looked at this as the very first item on any list of troubleshooting remedies.
The bottom line is that Tumia Plumbing charged me for:

Needless to say, I feel taken advantage of and will not be calling Tumia Plumbing again.
