This company does not follow through with their work. It takes a least a week to get a response from anyone in the company. I would not hire or recommend them at all. Everything that I was promised and discussed upon my initial meeting never came through. It took several emails and phone calls to get a response. This was a huge waste of time and frustration for me. I am surprised they are still in business.

We chose PCF b/c they showed up first in a Google search and obviously do the vast majority of property management in Howard County. I figured it would be a low-hassle company that has their process pretty nailed down. 
If I simply look at the big picture, there's not much to complain about. My renter is good (I placed them myself before going to PCF), their web portal is an effective way for the renter to communicate issues, and the actual property manager was generally responsive to questions in a timely fashion. The problem came when I had to deal with anyone outside of the property manager - specifically the accounting people. Which, in my opinion, is pretty important since $$ is a big part of renting out property. :/ They were ALWAYS slow to respond, sometimes wouldn't respond at all. It became a "job" for me to try and communicate with them - and we found ourselves short on money on more than one occasion b/c they took so long to handle our questions.
Honestly, I think that since there are so many dual-income homes and nobody has time to deal with their rentals, PCF doesn't actually have to be very good at what they do.  I do NOT recommend PCF.

PCF is a difficult company to work with.  As soon as we signed on with them there was a continuous turn-over of sales people/account managers, and it was difficult to get someone to respond to our queries, no one was there to do a walk through before we left, and we did not leave here with a good feeling regarding PCF.  We should have cancelled right then and there, but we had to leave and felt that we had limited choices given the late date. 
While we were away, obtaining answers to our queries became even more difficult.  The "customer service" we received was abysmal.  PCF employees proved themselves to be incredibly rude and apathetic.  They seemed to be somewhat responsive to our tenants needs (due to the fact that they could bill us for coming out to the home), but were completely unresponsive to ours.
We had a few repairs to make after our tenants left, and PCF has taken a "cut" of the repairs, even though we are making the repairs ourselves.  They are nickeling and diming us.
To be fair, we have had some dealings with the gentleman who is in charge of repairs, Sonny, since we have been home, and he has been courteous and helpful.  On the other hand, our property manager, Craig, is shiftless, dubious and completely apathetic.  Overall, we are so glad to be rid of PCF.

It started with not having a good sense of the number of people living in the property, they never validated what was said by the tenant against what was actually going on in the house. Also, their techs provided incomplete work. They would be quick to recommend major expensive repairs based on inaccurate information. When I checked with the tenant, I found out the problem was far smaller than it was made to be by the property management company and that it did not really require $$$ in repairs. Also, very little value for the fees they charge, no inspections included unless you pay extra. The manager never set foot in the house in 2 years during my lease with the tenant.

They did not put up a picture or work on anything with our property for 90 days. That is when we terminated our agreement. The marketing was where they failed with us.
