We asked October 2009 to get 7 cds out, my relative was given terminal dx after 12 years of cancer. They said no problem, let us know next year when the time comes. We notified in January 2010 that we would need it in March 2010, (May 2010 expiration) and they said no, you can only get one out with penalty but we will loan you the rest of the money! We have run literally millions through this bank through the past 10 years and this was really disgusting. It was a total of 70,000, not that much.
Description of Work: Citizens has a rule that even if you are terminally ill and want to get money out of cds early with penalty, they can refuse and they do. I heard this happen to my neighbor some 10 years ago and it happened to us this year. 2010

I told them I contacted my lawyer, so far he said, they should give it to you with a penalty. I emailed him back that they refuse, so far no answer. I want to say that for 10 years the branches have been very accommodating, many times I have had to call the main bank, though, as the branches have different rules and sometimes I just couldn't get results I needed. For instance, cashiers checks ordered over the phone and by fax, one branch refuses. One branch refuses to deposit checks (from my own account) to a friend who I lent money to....who would sign it back to me because she borrowed $7000 from me...and she did work for my uncle as a physical therapist, so when she was paid for the year she was able to sign the check back to me from OUR account, they said she had to come into the bank and sign in front of them. I ended up just transferring the funds with a lot of paperwork for the estate records. That branch also refuses to send us cashiers checks when we need them. Once I ordered a small supply of checks (we have about 6 checking accounts with them)...and they promised them at 1 p.m., as they had done one other time. When I called to see if they were ready, they said okay. When I got there (I told them i called because I only had minutes on the way to work)...they said they were not there, but at another branch! They had emailed me that the checks were ready but i did not notice they said "at huntley bank" but I read it fast and never dreamed they would leave the checks at the bank that created them....they have a courier service all the time. ETc. ETc. Also, about 8 years ago, a so called "personal banker" took 80,000 deposit for a one year cd for me, from a house closing. They never even mentioned maybe I should break it down into smaller certificates in case of medical emergency or something....I guess because they never intended to let that 80,000 go for the full year! They also did this to a neighbor(refused to give her her money when she moved to Florida and wanted her accounts all in Florida) of mine down in LaSalle County a few years ago. Her lawyer finally got the funds for her. Kim.Egger@citizens1st.com is involved in the decision making. and communications. As for professionalism, they have been very kind in their communications.
Description of Work: This is a bank. We have 7 one year cds, totaling $70,000. We want to early withdraw before May 15, 2010 due date. They have a clause: IN THE EVENT OF SEVERE HARDSHIP WE MAY ALLOW AN EARLY WITHDRAWAL OF YOUR CERTIFICATE OF DEPOSIT, HOWEVER....... 3 MONTHS 91 DAYS INTEREST. We contacted them a couple months ago and the personal banker (after we fully explained our situation truthfully) who is usually awesome, for years now....at the Genoa Bank Branch.... she said no problem and told us what the penalty would be. She said she would take care of it. We said it would be around January 8, 2010 (this was October 20, 2009 when I requested information and our intent to withdraw early). A couple weeks ago on the phone, she told my Mom to just let her know and she'd send the check. Then last week the banker leaves a message on Wednesday and says, I won't be in tomorrow, but I'll be in Friday, please call me, I'll also email. We had to wait two days! She emailed that we should call her. She had tried to call our cell phone once but we were in the middle of chemo nurses and did not recognize the phone number. How stupid to make us wait 2 days to tell us NO (when that meant we had to scramble for 70,000 dollars). When my relative talked to her Friday, the banker explained that they refused to let my My relative have the money, even though she has two cancers, one for 10 years, has been on chemo for two years since Dec. 2007 for the THIRD recurrence of ovarian cancer.....they said_maybe_ she could have 10,000 of it. They were happy to give her a 5% loan for the amount, they have mentioned this several times, but they have to "call tomorrow" with the figures. They have never come up with those figures yet. My relative wants to borrow this CD money, from a family trust, for estate planning purposes and she has to pay the trust interest on top of all this.
