"To clarify......................the effected area in question is only approx. 50 s.f. total. the entire project was approx. 4,000 s.f. so to say that the effected area was a third of the entire project is a bit exaggerated. we received a call from the facility groundskeeper regarding the issue and immediately went to visit the site to assess the situation. the area in question was defiantly compromised as the surface was literally crumbling. our company's quality control supervisor has aprox. 30 years in the industry examining mix designs and identifying problematic concrete issues. he is ACI (american concrete institute) certified and an industry recognized leader at diagnosing and resolving problems with sometimes faulty concrete. he is professional and objective and has, on more than one occasion recommended full repairs on projects where either the product was inferior or the craftsmanship was not up to standard. upon viewing this particular area he immediately recognized the problem as an application of magnesium chloride. this chemical is found in de-icer, salt and fertilizer. of course the groundskeeper denied using any of these products whatsoever. because of the exact location of the effected area (it started right in front of the front door to one of the units and continued to parking area where tenant would normally travel) our company representative was suspicious that perhaps the resident had applied de-icer or salt without informing the facility staff. the groundskeeper continued to insist that that was not possible. the notion that the concrete was defective can not be supported because the area effected was only 1 yard of concrete out of a ten yard load. if the concrete would have been faulty it would have been faulty for the entire 10 yards not just one. regardless of the cause, we offered to replace the area at cost with receipts for full transparency. in the end this was not acceptable to the customer."
