Denis Mortham's Tree Service, Inc.

Mr. Denis "Doc" Mortham claimed he was a licensed tree service company, but in fact has not renewed his tax certificate since 2007. He is not authorized to do business in St. Pete. Instead of cutting the tree down in sections, as he agreed to, he felled the tree damaging another one of my trees and a large bamboo plant. All the landscaping where the tree fell was ruined and several stepping stones were broken. My assessment of Mr. Morthan is that he has knowledge of the tree business, but has not renewed his license. He runs a shoe-string operation taking jobs on short notice before any reference check can be obtained. He claims he is licensed and insured, both of which are untrue. His phone number listed with Angie's list is not his number. Question - How can a disreputable person such as Mr. Mortham get qualified to be listed on Angie's list. He also fraudulently took an additional $350 for the job, claiming that my final check had bounced. I found out later he had cashed the first check, but he knowingly accepted the replacement check and cash it before I could stop payment. I am discussing with the St. Pete Police Dept. whether he has violated any criminal fraud statutes.
