Terrence, the owner, did a fantastic job laying my concrete slab.  He was on time, very professional, and great to work with.  I would highly recommend his company for your concrete needs.  He has the best concrete prices in town.  This is the second time I have used his company.  He is very "hands-on".  You can't go wrong with Low Cost Concrete.

I called to schedule a free estimate for today at 10 a.m. I noticed I missed a phone call (9:14 am) and listened to my voicemail which pretty much said, "Just wanted to make sure you were home. No point in me driving out there if you aren't." Unfortunately, I didn't notice I had a missed call and called back an hour later. I apologized and told him that I was sorry that I missed his call and that I would I'd be home all day. He told me that it was fine and the he would call me before he left. I thought ok, not a problem. Well He never called or showed up. Here's my question.... If travel is a problem for you then why do you list counties like Pasco? I understand no one likes their time wasted and I understand the travel aspect as well. But if you have ME waiting all day by the phone expecting a phone call that you promised to make, you now wasted MY TIME. Thank you for showing me how unprofessional some business owners can be.

My husband and I had saved what we could for a much-needed patio slab in the back yard. However, we weren't sure that our slim budget would cover all the work we hoped to get done. The cost was just one of many concerns we had about calling in a concrete contractor. Neither of us had any experience with or knowledge of concrete. We wondered how we could determine what an acceptable job was and what a fair price was.
We turned to Angie's List and found, as we often do, that few contractors will return calls for small jobs. I understand that every
business owner must pick and choose the most profitable places to invest their time. Still, it's frustrating to put calls out to 8 contractors who all claim "No job is too small," and be ignored by all but two.
Of the two concrete contractors that returned our call, we chose Terrance Whitaker of Low Cost Concrete. He answered all our questions and showed us that our budget could cover the maximum amount of work we'd hoped to get done. Most assuring of all-- he had excellent references on Angie's List for jobs both large and small. And after working with him, we understand how well-deserved those great reviews are!
From the moment work began, Terrance was on the job, either supervising or working. He sets high standards for his business. He has a great deal of experience and an eye for those details that will result in the best possible job. And he seems to be a great boss. Terrance is respectful of his workmen, and they, in turn, show great respect for him and strive to do a good job to please him.
I didn't know, when I decided where I wanted the patio laid out, that I was creating a difficult situation in that I wanted the patio poured
around an existing driveway and shed and to end right where a line of trees started, in an area where the ground was not at all level. In fact, I didn't understand the difficulties  until after the job was complete. I was chatting with one of the workmen about the finished job when he described how difficult it had been to dig out and pour that particular corner. "But that's Terrance," the workman said. "He does whatever it takes to give people what they want."
We found that to be true. From the moment we signed the contract, we had no worries. Terrance took care of everything and the job was done to our complete satisfaction. Two weeks after it was complete, I called out the electrician we use and asked him to place outlets near the new patio. When he looked at the slab, he said, "Whoever did this for you really did a good job grading it so water runs off into the alley. If a slab isn't graded right, runoff can do a lot of damage, especially to your house foundation."
We've had plenty of time to see just how good the grading actually is, as one of the rainiest summers in years has sent tons of water flowing off the patio.Where the runoff would go isn't something we even knew to be concerned about and Terrance never discussed it with us. He simply did what you want a contractor to do--bring his expertise to the job and make sure everything gets done right.
We are so glad we chose Terrance Whitaker and Low Cost Concrete to do this work. We have had many people in the neighborhood ask about the patio and have been recommending Low Cost Concrete to all. Low Cost Concrete is the way to get a great job done at a very affordable price, with no worries!

I could not have been more pleased with the job performed. Terrance takes a lot of pride in his work and went above and beyond to ensure that we were completely satisfied, including finishing up the job by himself on a Sunday. The rain posed a  significant challenge. It was relentless for several weeks straight! Terrance was in constant communication with us. We never felt like our job was going to be "skipped". We are very happy with our new driveway and shed.

Installed new drive and sidewalk.  6" thick  Permits were included in price and pulled by contractor.  Job well done and love it!  One vehicle no longer has to park in dirt/grass area!  Owner works right along with his workers.   While doing the job, a neighbor watched and also hired him to do his drive. 

Details above - very thorough job and communicated as to what was being done and at end cleaned up.  The owner works with the crew.  Respected property and cleaned things up before leaving.
We've received compliments from friends/neighbors and one who was considering pavers is now reconsidering.  This is a "Cool Deck" so you don't burn your feet on it and it's not slippery either.  Would recommend and use them again, if needed!

Terrance started the job a couple of weeks later than anticipated due to illness, but that was okay with us. Once he arrived, he determined that it would not be necessary to take out the old smaller slab and he was able to pour the new slab with that smaller one still in place. He sent us photos since we were not there, and we all agreed he should install a drain near the sliding glass doors to guard against water getting into the house. He cleaned everything up when he was done and we couldn't be more pleased with the work. It was our first step to getting a usable outdoor space. Highly recommend.

Everything went perfect. Terrance and his crew did an awesome job from start to finish. They combined two existing slabs that are at different levels, the transition is perfect. Also it was a tight work area between the house and fence, but they worked around the obstacles with no problems. And they cleaned up my yard after the job. I would highly recommend Low Cost Concrete. Thanks Terrance for an awesome job!

As a matter of background, I contacted 3 contractors to remove and replace various cracked segments of my concrete driveway.  Of the 3 contractors, Terrance Whitaker, d/b/a Low Cost Concrete, was in the middle with cost.  The lowest bid came from a contractor who, from others I've spoken to, does not do the highest quality work.  The highest bid came from a contractor found on Angie's List.  The owner of this other company came out and provided a bid.  The owner actually does the sales work and his crew the actual work.  I found him competent and thought he would do a fine job, but his price was seemingly out-of-line, just too high.  I believe part of the reason for his high price is that the owner acquires sales and does no actual work.  On the other hand, Terrance Whitaker actually does the work himself with his crew.  Mr. Whitaker came out on the day and time as promised and I found him very professional and knowledgeable of concrete work.  I also found that Mr. Whitaker received a technical education in concrete work.  I found Mr. Whitaker's price to be fair and decided to go with him.  He showed on the day promised and the work took 4 days to complete.  During the work, Mr. Whitaker found that it would be worthwhile to remove a couple of other areas of concrete to avoid a choppy look since not the entire driveway was being redone.  He done so for the cost of concrete only, and knowing the price of concrete, that's exactly what he charged.  Keep in mind that we have an extensive driveway where the house sits approximately 150' from the road, so this was no small job.  Everything went well and I'm very satisfied with Mr. Whitaker 's work.  Mr. Whitaker takes pride in his work, he's very well organized, and I found him easy to work with and wanting to please.  I definitely would hire Mr. Whitaker again and would highly recommend Low Cost Concrete.  Thank you Mr. Whitaker for a job well done!  I wish other contractors were as responsible as he.

I called three concrete companies and Terrance (the owner) was the only one who returned my call.  Terrance is one of the most professional businessman I've worked with in a long time.  He came by the day after he called to give me an estimate.  He explained what he was going to do and gave me a price that I thought was fair.  I hired him on the spot.  He called me a couple of days later to schedule the work.  He called 3 days before the work to confirm the date.  He arrived on time and he and his workers did the job on time in two days.  The workers were kind enough to stop what they were doing when my dog had to go outside.  All of the workers were kind and professional.  In fact, they seem to be quite a team and have a good time together.  The job exceeded my expectations and I love my terra cotta floor.  I would hire him again in a minute.

From the beginning Terrance did a great job of explaining what he was going to do as well as providing recommendations to me.  Throughout the process he was in close contact about the various stages of the job and his expected completion.  I  also had other work being done on my pool when Terrance started the job and he actually coordinated very well with the other contractor so that both jobs would get done without me having to be involved.  Overall I am happy I went with Low Cost Concrete for this work.

If any of my friends ever ask I will definitely recommend Low Cost Concrete.

I was extremely impressed by work performed. The owner was present during all work and truly cared that everything was done correctly. They were not concerned about how much time it took to get the job done right.

Rain was questionable and after driving off, I assume they saw some clouds that made it appear like more of a possibility. The owner came back and placed plastic over the work as a precaution. It did not rain and it just shows that the owner really wanted me to be happy with the new addition.
BTW - I can micromanage activities such as this one but I was comfortable enough to "stay out of their hair" and let them do their jobs. Overall a great experience and it is refreshing to see such guys exist.
I didn't mind writing the check nor did I get buyer's remorse.  Great job Terrance and team! :)

Terrance and his crew did an excellent job and I'm extremely happy with the work and how easy the process was. Terrance was very professional and easy to work with, I would highly recommend Low Cost Concrete Inc. Everything from the estimate to the payment of work went smoothly and these guy did it all in a couple of days !

We chose them because of Angie's List reviews and the price. Overall, the job went very well. Their price was less than others we had gotten bids from. Despite the fact that they were cheaper, their workmanship was very good. They went above and beyond. When they poured the concrete, it was a colder or wetter day. There was some kind of climatic temperature during that time, and the concrete didn’t harden enough quickly as it probably should normally. The owner of the company stayed here till about 8 o' clock at night. At that time in January or February, it was pitch black. But he stayed here to make sure that it cured correctly. He stayed on the job until it was done. It wasn’t like at 4 o' clock or 5 o' clock, he said he was done and walked away. He stayed with it. We love our deck; it's beautiful. We would definitely use them again in the future.

It's simply amazing.  While it was a really messy process to get all the old surface up, it is completely worth the minor inconvenience.  I have a BEAUTIFUL porch/patio/pool area now that doesn't get hot under my feet and is not slippery when it's wet.  Terrance is one of THE most professional and ethical contractors with whom I have had the pleasure to work.  He will always be my go-to guy for any projects requiring concrete.  Highly recommend this young man, for sure!

It was fine. I tried to call and call because i realized his price was good and wanted to add more work. He just didn't show up.
