UPDATE (8/17/12): We have since been contacted by management at Clarke Rush regarding our situation as noted above and below. I have to commend them for swift action in reaching out to better understand our situation. We could tell it was in the spirit and desire of learning what could have gone better, while providing top customer service. We discussed our situation and we feel better in terms of what and how the tech should have handled our situation.
We have since upgraded our ratings of Clarke Rush and amended some of the information above and below based on their handling of our situation, which included a full refund. We would also add that we consider working with them at a future date. We can't say how much we appreciated the gestures extended by both Pat and Kevin. Thank you!
The service tech in the course of performing work above, made it very clear that his "fix" would only last a few days, and that we'd need to talk to them again about either pulling the furnace out of closet to remedy the poor job of running condensation line or to get a whole new HVAC system. His rationale....if we have to pull the HVAC to redo the condensation line, you're already paying the labor that would just about be equal to that of putting a new one in - and since our unit is 13 yrs old, you might as well just do it.
He then went on to abruptly explain that my system at 13 yrs old was worn out because we hadn't maintained a strict annual servicing routine, and consequently my entire system was worn out. His quote, "you change your oil regularly, don't you"! It took all I could do to stay calm.
We called a family friend in the industry who referred us to Comfort Masters. Comfort Tech reviewed the situation and quickly dispelled the notion that we needed a new system. He said while the furnace was a tight fit in the installed closet, the condensation lines were routed properly given the scenario. He even showed me where the cap on a section of the condensation line which was designed to pop off to blow out the line. He commented that there was no reason for the Clarke & Rush tech to even cut into PVC at the place he did.
In terms of the area of the PVC Clarke & Rush cut into, Larry was shocked to see the PVC was just pushed in and was not sealed with glue. Of course it would leak!
Comfort Masters found that we were 1lb short on refrigerent, which we agreed to him taking care of. Meanwhile, during the visit by Clark & Rush, the tech commented that we might be low on refrigerant, but he didn't go outside to check.
I got an estimate for my window which has a Window A/C, and the company has window people. During the AC job, there was a window guy that came out and gave me an estimate. It was a decent price, I was interested in purchasing but not quite yet. After three months of unresponsive phone calls to get that estimate, they would not honor the estimate they told earlier.

UPDATE: I did accept the offer for 2 free maintenance calls and have scheduled the work to be performed in May when the AC unit will be more likely to be used.
"We now have a policy of waving the diagnostic fee if our customer experiences the same problem we were recently out on, with no time frame. I don't know why your request was not passed to the service manager for review. I would like to offer you 2 free maintenance's (1 years worth) for your trouble. "I'm sorry for the difficulty we had upon servicing your heat pump. It seems that our technician found wear on your 10 year old heat pump contactor. Pitting only gets worse, once found, on these devices and can lead to compressor failure. Pitting, or black spots, are not acceptable. They cause welding of the contactor points and/or compressor winding failure. There is a wide range of quality in these devices as well and that could account for the price difference. I wish I could account for the dipswitch change but technicians typically wouldn't make independent changes without guidance from the homeowner, or "let well enough alone".
