We discontinued services in 2007 due to what we felt was negligent and poor performance. John Perchak is personable and easy to talk to. He sounds knowledgeable regarding rental laws and has clear forms which describe various issues such as how carpet is valued in terms of replacement cost, etc. He reports he served as president of a national property manager association. The company is a member of the BBB which lists Perchak Properties having no complaints for several years. His company was quick to locate tenants, but we experienced a high turn over rate. We had tenants complain about rudeness and lack of response from individuals in the company. We experienced similar poor service from certain individuals in the company, but there was a part-time individual who was polite and tried to be responsive. The company did not perform move out inspections, but returned tenant security deposits within the time period required by law. As a consequence, we incurred costly out of pocket expenses repairing damage that we felt should have been covered by the security deposit e.g. smoke damage, damaged walls, broken toilet seat, etc. New tenants are asked to complete and submit a move-in inspection form within 10 days of taking possession of the property in lieu of a move-in inspection. We were not comfortable with this practice. We questioned the accuracy and legality of holding tenants to damage based on an inspection that was not supervised or personally documented by the management company. They permitted a new tenant to move in without first properly cleaning or inspecting the home. That tenant then claimed damage that we had to repair at our own expense. Perchak claimed he uses preferred contractors who charge reduced rates, but acknowledged he may receive a kick back from these contractors. In our experience, Perchak's contractors charged as much or more than the contractors we had hired when we self managed rental property. The repairs, in our opinion, were inferior, e.g. the locksmith repaired a door using parts that looked used and excessively scratched, some evidence of wear and tarnished. The door repair failed and had to be redone less than 6 months later. Another contractor repaired holes drilled for an unauthorized satellite dish installed by the tenant by pouring black jack, a tar substance, over the holes. The tar spilled out of the holes leaving a dried tarry mess. The company's handyman started work, but did not complete the work. Repeated calls by us and Perchak Properties to the handyman went unanswered. We had to finish the repairs ourselves. We had difficulty understanding the billing statements. The person handling billing couldn't explain the statements either. The person handling billing wouldn't give us an estimated time by when we could expect a billing error to be addressed or corrected. As weeks went by with no word about the error, we found we had to repeatedly call and ask that it be corrected.
Description of Work: Perchak Properties managed rental property. There are a few individuals which were dedicated to locating tenants. This entailed advertising on a free internet ad service, screening prospective tenants, signing lease agreements on our behalf, taking calls from tenants, arranging contractors to make repairs. A different staff member performed property inspections which consisted of an initial walk through with us to evaluate the property and determine the appropriate rental fee. With regards to tenant move in and move out, we subsequently learned they gave the new tenants move in sheets to fill out on their own, but did not personally conduct move in or move out inspections. They offer an eviction service program where for a monthly fee, they will handle evictions if it is needed. See below for fee schedules and description of services. Visits to the property, whether to check the property or for anything else, are an additional charge.
