Evan (Halls Concrete) is punctual, affable, detail-oriented, efficient, and as a Subject Matter Expert; Evan has extremely talented skills. Evan gave me a very reasonable job bid, to lay my gravel driveway, and pour my 25 foot long x 15 foot wide x 4 inches thick storage shed concrete foundation. Evan explained every phase, and detail, of the projects' time-lines. I asked many questions. Evan answered my questions completely, which assured me my gravel driveway, and concrete foundation pour projects were being trusted to the right contractor. Evan emphasized that "No job is too small". He treated my backyard projects with professional passion, ingenuity, precision, and skill. A great looking gravel driveway, and concrete foundation, are the result produced by Halls Concrete.

ABSOLUTE WORST EXPERIENCE EVER. THIS GUY IS A SCAMMER, THREATENS, AND MAKES FRIVOLOUS INJURY CLAIMS. 1st red flag asked for half the money ($15,000) up front which is illegal to do in the state of California. So glad I never did, he would have taken the money and ran. I met Evan on site walked the entire job with him, in which he was very difficult to talk to about the entire job scope, he then sent me an invoice for $32,600.00. I explained I always pay as the job goes and that he will get a check if there is progress being made. He agreed to his invoice, down payment amount of $3500 and started the job. I had sent him plans to show where the footings were to be poured but explained there is additional grading, side walkways, and patio work not in the permitted plans; that will need to be done is why we walked the job site to begin with. This is where the first issue with him started. He claims we never discussed this, but it is clearly written in his invoice after showing him his invoice he then agreed to it. At this point the only work that had been done was grading, footings dug, and a garage demolition. He asked for a material deposit, so I gave him a check for $4000.00 and I had already sent him $1000.00 by zelle for dump fees, which I agreed to pay since it wasn’t clear in his invoice. When I showed up to check the progress several neighbors complained about the mess, he had made all over the sidewalks with dirt and there was no dust control. Upon this inspection I noticed that no additional grading was done in the areas he had agreed to, which was also the front yard and where the side walkways were also to be poured. I had to clean up the site and apologize to my neighbors and order dust prevention fences. Here is where we had the disconnect...I gave him 2 plumbers phone numbers to call so they could set the ABS prior to setting the forms and rebar. This was where the 2nd red flag was, he said he always sets his forms and rebar then the plumber comes in after. If anyone has done new construction before they know the plumbing goes in 1st then the rebar. How could you possibly put plumbing pipes in if there is rebar in the way. So I arranged for a plumber to show up and let Evan know but he never showed up and this was the 3rd red flag. I reached out to him because of the lack of communication with him and 7 days had gone by for him to meet me on the job site to go over the entire scope of work and for him to have a COMPLETE UNDERSTANDING. After a difficult hour of him not understanding much but then he finally got it, we came to a finalized agreement. I even increased the invoice amount $3000 more. He had $8500 at this point which far exceeded his 1st phase invoice quote amount. He said he needed $4000 more and thank God I only sent $2500. He was asking for $10,000 more but I felt this was a very bad idea since I was already frustrated with him, and he constantly argued about a job he didn't seem to understand. I explained I was very upset with him for now showing up for a week and was wanting to contact the contractor state license board and police for fraud. Because he had shown up and finally understood my expectations, I felt we were on the same page and even took him to lunch. His real intentions were to rip me off for more money. I sent $2500 deposit for materials knowing the cost for forms and rebar would not exceed this amount. Two days later at 7:36am he claims he injures himself and sends me a picture of his hand supposedly cut, but it looked like a gauze pad with ketchup. I showed up to the property and not one form was set nor was there a 2x4 on the property. I asked my neighbors and a tenant that lives there if he was there and they all said NO, even asked the neighbor to pull his video footage, nothing. He texted me that since he injured himself, and that if I went after him legally or wrote any reviews, HE WOULD SUE ME SINCE HE IS NOT LICENSED. HE ALSO SENT THREATENING TEXT MESSAGES TO HURT ME SINCE HE KNOWS WHERE I LIVE AND THAT HIS FAMILY IS WITH THE HELLS ANGES AND THEY WILL DEAL WITH ME THE OLD FASHION WAY. I warn anyone out there this guy is not all there and is as crooked as they come. I have tried to ask for the deposits back but all I got was more threats and gas lighting tactics from him to deflect his wrongdoing. I’m out about $11,000 and only got about $5000 worth of work, to compromise I asked for $5000 back and instead he threatens to make a frivolous injury claim on property or have me killed or beaten up. Photos are attached to prove this an honest review, with his invoice, threatening text messages, and phase 1 was never completed. Invoice says he has insurance, and he is trying to scare tactic as the homeowner to avoid reimbursing me the deposits. This guy is a thief and does not know how to do legitimate business

"This guy [Member Name Removed] is not a homeowner builder. He is a real estate agent and does not have a clue of what he is doing as a contractor. When I first went to look at the job, I noticed that everything he was doing was out of sequence and backwards. There was a b s laying in the backyard that they tried to install before it was time that they had to pull back out. The inside of the existing house was completely finished with half the floor ripped out and new drywall being removed because of this sequence and mistakes. After meeting with [Member Name Removed], he sent me the plans that were approved by the city. I looked them over and submitted my estimate per plan. I met with [Member Name Removed] a second time and he demanded that I split estimate into phases So he could see the costs. I did just that, and we started on phase one. After doing some grading layout and footings, I noticed some serious mistakes and discrepancies in the plans that he submitted that were approved by the city. When I brought this to [Member Name Removed]'s attention, he instead got angry and told me that those plans were approved by the city and that they are not wrong. He started yelling this went back and forth through the entire first phase, wasting a lot of my time. He finally found that the plans indeed were wrong and had them revised by his architect. He then resubmitted the plans to me and after I looked them over. The new dimensions caused an approximate $2000. In additional rewrite, four moving the footings, heavy equipment and extra concrete expenses. When I brought this to [Member Name Removed]'s attention and told him about the change order he. Refused and started threatening me that he will leave bad reviews on my business. He also went on to making inappropriate and disrespectful comments to my girlfriend about him Trading work for s** With her. After getting additional deposits to move on to phase 2, which entailed doing the final grading in the backyard for the flat work and sidewalks. He again met with me there to go over everything and try to renegotiate the original estimate, saying that he included sidewalks going all the way around the side in the front of the house. Which we're not on the plans. This happened 3 more times as he Try to get additional work for free.Totaling an approximate eight thousand dollars. He also tried to add footings for the electrical and grading in front of the house, which I did for him. I'm in the negative about $2500 for the extra work. I did into phase two. It was clear that he did not know what he was doing, and through the project he demanded that I install footings wherever we can and wait for the architect revision plans in which I explained to him that that is not possible. He then again threatened me that he will. I tried to destroy my business if I don't comply with his extra work and that he didn't care what the plan said that this was part of the original estimate. At this point in time, I decided to walk away from the project. He then continued to threaten me with voicemails. And went forward with putting it false. Review on my business in which if you look at all my other reviews. I have a five star rating and they reflect on how I do business."

I recommend using Hall Concrete construction for your concrete projects. Hall concrete construction just completed a small residential patio removal and replacement (165 sf). The end result looks great. I solicited 3 cost proposals and Hall was in the middle. I went with Hall because if the expertise demonstrated during the pre-proposal site visit. Hall provided a thorough scope of work, showed up in time on all occasions, was organized, professional, and provided follow-up conversations to make sure I was happy with the work.
