I invited Craig Chaperlo, the owner to bid a new roof for a rental I own. He came to bid the job while I had a bucket lift at the property in order to put up new vinyl soffits. This enabled Craig easy access to the roof so that he was able to get onto the roof to see the condition and he and an assistant were able to measure the roof right then before ever giving me an estimate. A few days later, after not hearing back from him, I called and said that if he were interested, he should get back to me as I had already gotten other estimates and the weather was still good to do the job. He gave me an estimate of $3900 that included stripping the old shingles off, replacing them with new three tab shingles. the estimate said it included all materials, labor and hauling away all debris. He also made the caveat that the price could be 100 or 200 more or less depending on what else he might run into. I agreed and he started the job about 10-11 days later. There are three dormers on the roof that are sided with cedar shakes. As the shakes are old, I suspected that as they put in the new step flashing where the dormers met the roof that there would be shakes that would be damaged and need to be replaced. While I was doing the soffit replacement, I had noticed the condition of the shakes and had mentioned to him that I would supply replacement shakes at my expense so that he could repair and replace as necessary while he was already up there. He agreed to that and I supplied him with shakes the first day he started stripping the roof (10/17). After starting to strip the roof, he said that he discovered that there were multiple layers of shingles and that this was going to increase the cost, but not too steeply. It took them two days to strip the roof. His workers didn't seem to be comfortable on a roof and thereby sere not as productive as perhaps seasoned roofers would be. They put the shingles in a 6 yd. dumpster that the provider said would hold up to 20 squares of stripped shingles. Craig had estimated, after being on the roof and measuring it that there were 14 squares of shingles, so the dumpster should have ample room. After stripping all of the shingles, the dumpster was pretty full, but it all fit. He had arranged for two men to come out and put new shingles up, but they never did, so he took on that job. He did do a reasonably good job in getting the rows right and straight. I also asked him to expand the work by putting on gutter guards to keep the leaves out of the gutters and told him that I would add another $100 for that added service, to which he agreed. There were different workers there each day as though he didn't have any regulars. He finished the job on the 26th of October, 10 days later. He came to my office about 7:30 at night to collect his money. He explained to me that he was charging me more, because there were at least three or four layers of shingles that he had to strip. The math looks like this(estimated 14 squares x 3 = 42 squares) and it all fit in a dumpster that would hold 20 squares? Then he told me that there were actually 15 squares on the roof that he had measured before giving me the estimate. As a result of the extra layers of shingles and the extra square that he missed while measuring he charged me an additional $1000.00 (he included the gutter guard application in that) on top of the $3900 that he had estimated. He told me that he had not done the cedar shake replacement yet, but asked for all of the money that night and promised to come the next day and take care of the cedar shake replacement then. I agreed to all of this and gave him all of the money due him. The next day, he came out and partially did one side of one dormer and then told me that he would have to charge me additional money to complete the cedar shake repairs. He said that There was more work there than he realized. He had personally been on that roof every one of the 10 days plus the day he estimated the job, and he latently claims that he didn't realize the number of shakes that needed replaced. I emailed him him and asked him to reconsider his demand for more money after already increasing his original estimate by $900.00. He has never answered me. He was on the roof to make the estimate, he measure the roof while up there and saw its condition and the cedar shakes that were brittle and old and could have easily checked how many layers of roofing were there. That he failed to correctly measure the roof, recognize the fact that stripping the old shingles off as well as putting step flashing under those shakes could cause them to fail is certainly an indication of lack of knowledge about roofing. Yet, with all of that against him, I acquiesced to his request for the additional money and then he breaks the promise of completing the replacement of the damaged cedar shakes. Do yourself a favor and steer clear of this guy.
