Terrible. They Dug up front yard, replaced section of sewer line. Never completely filled back in. Said he needed more black dirt. But couldn't do it until it quits raining. Never brought any black dirt or leveled dirt piles he left. Left white tube and ugly cap on the exterior cleanout line, never replaced it with flat to ground cap plate. I've been calling him every summer to come finish and he always has an excuse not do it! Also, quoted me $2,500 to do this immediately before tar and curb. Hennepin County shows he charged $3,500 ($2,500 for service and another $1,000 for tar digging service - which mine wasn't tarred yet but he said he had to cancel someone else's job so I was paying his fee?). He left a huge mess in my front yard that the city inspector keeps threatening to fine me for, so I finally fixed it some and am putting down lawn cloth and mulch since grass wouldn't grow where he dug. Called him again this spring and left message that if he didn't finish the job immediately I was going to Angie's and the BBB. So here it is! Really angry that he thinks it is OK to screw over women.

The crew came on Monday 12/21/15 and did the work. They were prompt, and finished within the estimated time. HOWEVER when my husband was told the cost, it was $2,500, and Joe refuses to talk to him in any meaningful way about WHY it is so much higher than estimated. In addition, he is refusing to take a credit card charge, or for us to mail him a check, meaning my husband is having to go to the bank to get cash for this. And because it was $1,000 more than we were thinking, and having to pay cash, this is putting us in a very precarious financial situation.

Do not hire Joe’s Sewer Service. First of all, they don’t have a consistent name or physical presence, let alone an online presence that can hold them accountable for their work. With a web search I found five addresses that are all linked with the same two phone numbers. The address on Angie’s List is different than the address registered with the MN Dept of Labor and Industry and different than the one used on their invoice to me. Please see the list at the bottom of this review. This should be your first clue about their accountability.
I hired them on August 4th, 2014 to repair my damaged water supply. They were on a list that was provided to me by the City of Hopkins and the city plumbing inspector seemed to think they were fine. Also only two of the nine contractors on the list agreed to come look at my issue. The rest were too busy or didn’t return my calls.
I made the mistake of agreeing to start work based on a verbal estimate of $3000 to $3500 and without a written contract. Joe did complete the work in about a week and the city inspected and approved the job.
However, when I met Joe outside my home to thank him and to ask about the total cost he stated that he’s not responsible and he just gives his receipts to the secretary to generate the bill. He did mention that the sidewalk repair cost $400 instead of $100 because the city required them to get their concrete from an approved supplier with a truck instead of hand mixing the cement.
The following week I received his invoice and was shocked to see the total charge of $5765. He had listed a charge of $3500 for the plumbing repair but added line items for asphalt repair, concrete repair, truck rental, backfill and permits totalling an additional $2265.
I called Joe and explained that I didn’t think the extra charges were justified as I thought those items were included and I did not approve any additional expenses. Joe stated that his bill was how much the job cost and that if I didn’t pay he would file for a mechanic’s lien on my property.
I then contacted the other contractor who had come to look at my issue, Groth Sewer, to ask if they would provide a written estimate. I received a written estimate from Groth Sewer for the work at my property stating that the same repair could be done for $3500 including asphalt repair, backfill, permits and grass seed.
I wrote Joe a letter explaining my position on our dispute and included the written estimate. I sent it via certified mail so it would be admissible in court if necessary. I was hoping it would encourage him to lower his price.
He received my letter and called to tell me that he would not change his price. He again threatened to file a mechanics lien. As it would take thousands of dollars to hire an attorney to address a mechanics lien I could not allow Joe to put me in this position.
I called the City of Hopkins again and asked the plumbing inspector if he would help mediate this dispute. The inspector agreed to do so but unfortunately even he could not convince Joe to lower his price.
At this point I decided to just pay Joe in full and be done with this extremely frustrating situation. I drove to Joe’s shop (yet another address) with a cashiers check in exchange for an invoice stating I paid in full and a signed lien waiver.
I did call the City of Hopkins to explain my situation and they agreed to remove Joe’s Sewer Service from their list of contractors. Hopefully that will help my neighbors avoid a similar situation.

First time need for this scope of work to be done. With in a couple of hours of the line back up I had asked some friends of mine if could recommend. They both immediately referred Joe's sewer. Both frineds were impressed with his Joe's integrity but his professionalism as well. As a bonus to me was that he also works close with the Greater Minneapolis Housing Authority.
A third person mentioned that because I lived in Crystal I could apply for the one time grant for home owners called an Emergency fund. Thanks to the grant, funded by the City of Crystal, and Joe's sewer being a preferred contractor, I never seen a bill. Life is Good!
