We did enter a contract to a build a cabana which is a room addition that is built next to but not connected to a mobile home. The jurisdiction responsible for mobile homes is not the city building and safety as with conventional homes or structures. It is the state of California department of housing and community development. Or better known for short as HDC is this discussion. They have two offices for the entire state due to budget constraints, one for the north and one for southern Calif. Ours is located in Riverside Calif. I applied for permits from there and dealt with the main plan checker over the counter and explained what we wanted to do and together we developed the design perimeters so to pass inspection quickly by the field inspector for that area. From the plan checker we received an approved plan signed by him for this project. 12/30/2011 HDC does not do free inspections in the field, they charge 175 dollars for each visit the client had called them and got the idea that this project could be done in two inspections which is impossible, it is a complicated project with several items that must be inspected before covering up with the next steps. She misunderstood the complex nature of a room addition, including air ducts to existing system. It is impossible to do any room addition in 4 days with proper inspections. Anyway she would pay for only two inspections and that I the contractor would have to pay for any more so it was I needed the job as in these difficult times I had to go along with it and accepted her terms. I had to take extra time to plan this first inspection just right. Taking extra time. Preparing carefully all issues, several items had to be visible, framing, foundation, electrical wiring, vapor barrier against the studs of the building studs, known as felt or black paper, the siding sheeting, and the roof sheeting, without the roof cap sheet on yet, for nailing inspection, we had two options for the foundation concrete piers or steel piers, we started with concrete piers but after reviewing the stability of the soils under them I decided to go with the second choice of steel piers, this did require partial disassembly and reconstruction of frame. I tried to explain what we were doing, but she would not hear of it and began to comment that I did not know what I was doing, and was taking too long. I told her we were doing what was best for her addition and this change was my decision as builder to do it. We had time, we were waiting for the windows. I reminded her. If all materials were here on time, we could do it in approximately two weeks. Sometimes things happen. I know how venders are, things happen that cause delays. During first week we had ordered two 3x3 windows for the project from home depot, they told me two weeks for these windows, two weeks later nothing, they advised me, apparently there was going to be a delay in the delivery, they were to be two weeks more to receive them. I told the client I was sorry for the delay and I would look for another vendor. I did locate another manufacturer of this type of window and in a week and a half later we had the windows in our possession during this time we did not want to open up one side of the house for the new door and window openings till windows and doors could be installed this did delay the project but I made the choice to keep the house secure as it was empty. Finally windows in hand we could now proceed once these were installed as per manufactured recommendations we proceeded to build the addition. Sealing windows to siding as per manufactured recommendations everything carefully installed as per HDC requirements for our 1st inspection, we were ready on 2/14/2012, the client asked two persons to be present during this first inspection, I did not know them, she said they were contractors. She explained that she had them inspect my work that had been completed for this inspection and exclaimed that there were two or three items not correctly done in their mind. I was quite upset at this attempt to discredit my work there were two or three minor items. They both wrote on a piece of paper and convinced the client I had done them wrong. I told her there are always in construction different ways of doing things. I told her who are these people anyway, she said they were contractors and she wanted them to check my work. I told her that this inspection was between me and the inspector (by the way who I have never seen before in my life.) They were not to interfere with the inspector while he was checking the structure. These two so called professional contractors began to argue with me, yell at me used foul language in front of my family who was with me at the time. I was mortified and very upset, they stated they were going to confront the inspector that they were there to see to it that I was not to continue with this project (they wanted the project for themselves as it turned out later.)I told them all during their shouting match that I was going to cancel the inspection to a later date if they persisted in interfering during the inspection. I believe I am fair even under stress, I told them you can ask your questions after my inspection is complete. Well they all agreed to allow Mr. Jess Han the Inspector to do his job and review what has been done so far. He looked under the building, climbed a ladder looked at the roof sheeting and nailing, checked the interior of room, framing, electrical, insulation, he told me and the client that all was ok this did not sit well with these two contractors or the client. He tried to go to his vehicle to complete his report for me but the two persons started to ask him questions about three minor items, the inspector told them that there was no violation that he was aware of with these items. They insisted, they insinuated he did not know what he was doing, this upset him and told them he did not want to discuss it further and walked away from them. He went to his van where he was printing out his report he told me all was ok. This took about 20 minutes during this time while we waited. But was quite insulted by these two. It’s a done deal she signed off on. And that was to get me out and them in. End of story. This is my side of the story, yes it took longer than two weeks, however I was clear in the contract it could be longer if issues arise. I have attached photos of the building as I left it that day, just as the inspector reviewed it, as for the size of the building being slightly smaller, when she added the window to the wall along the addition I could not move it over anymore to the left. I suggested having her handyman remove one section of the patio metal cover you see in the photo right next to the addition if she had I could have extended the addition to the right and gained another foot and half. I had no problem with that. But her handyman wanted 200 dollars to modify the patio cover correctly. She said no forget it, she said it was not worth it, told me, make it shorter, so we did.
