He represented himself as highly experienced. The first week I noticed the following:He did not show up until noon and left by 2pm most days. That is when he showed up at all.He might not show up more than 2 or 3 days a week.
Also, the first week he put up a foundation. Next he took it down.Then he put up a different foundation. This took about 2 weeks--the time he was to have completed the job. When he framed the room, he took it down, then put it back up. Several neighbors noticed (no one was living there--in fact it was for my mother who was desperately waiting for the job to be done so she could move in). I live 30 miles away and would come there and be told how no one showed up; how he did things, then undid them, etc.
I confronted him about why the job wasn't done; he said it was complicated and they (HUD) was giving him trouble. He sounded overwhelmed by the task and nothing like someone experienced in doing this. I asked him why he wasn't on the job each day or didn't show up daily. He said, he had other jobs. He also said, he didn't want to travel in rush hour so he had to come late and leave early. He was very leisurely and didn't seem to care that he was already in breach of his contract--time of the essence. He kept saying it was almost done, so I gave him a few more days--I did not want to start over. SEVEN WEEKS later, after telling him if it was not done by 2/28 he was out, we had an inspection. By then I had already found another contractor who pointed out several problems: for instance, Salazar put the moisture paper (black paper) on the inside--I don't know all the names of things, but it was wrong. The inspector seemed to be his friend and said he couldn't tell me if it passed until he got back to the office and checked. Also, he didn't put flashing on the new window; the electrical was wrong and he drilled a hole through my new window breaking the seal. The roof was also wrong. I told him it was over and to get rid of him I paid him another two thousand dollars . . . this was based on him misrepresenting to me that it had passed inspection. When my new contractor went to get the permit in his name, he was informed it had not passed. I had to pay for another inspection and more materials to redo moisture barrier, fix roof, extra labor to remove siding and on and on.
In addition, the management of the senior mobile home community (that's where this was) complained to me as to why this construction was not complete. Several neighbors were also disturbed and amazed at how long this was taking. I would get reports as to his comings and goings . . . . and mostly not showing at all.
I plan to file a claim against him. He was in his own little dream world and did nothing correct. A 4-day job took him 7 weeks just to mess up. LAST but not least, it turns out he framed it wrong so that my 8x10 closet is only less than 8x7!!!
