Hired March, 2009. Returned Dec., 2009. House was supposed to be finished. It was gutted and unliveable. Moved into the unfinished (no carpet, countertops) home in Feb. 2010. Filed ROC Complaint in 2010. Was told by judge to go to civil court to get money reimbursement. Sun City Restoration's license suspended as a result of this case. Found 33 outlets, fans, switches on one circuit; copper to aluminum wiring incorrectly, installed by unlicensed electrician. Fire occurred in breaker box wires because of overloading. Filed ROC Complaint in 2011. Resulted in corrective work order which was partially corrected. Some items were never completed. This resulted in suspension of license in Jan. 2013 and probation until April, 2013. Found other items not as specified in contract: wrong insulation, wrong garage door opener. Filed ROC Complaint in 2012. Resulted in Corrective Work Order that was completed satisfactorily. In 2012 and continuing into 2013 is a Civil court action in Arrowhead Justice Courts regarding the monetary loss from the first complaint and judgment. As of Jan. 10, 2013, several items on the contract are not completed.
Description of Work: Brent Monroe of Sun City Restoration contracted with us March 29, 2009 to build a new addition on our winter home, including plumbing, electrical, cement, stucco, painting, drywall, and woodworking/trim. The work is still not finished. Jan. 4, 2013 we received an order from the Registrar of Contractors suspending his license for 14 days and placing it on probation for another 90. This because of lack of compliance with a corrective work order to install 2 doors which he removed and never replaced; and to refinish door casings. We are filing a claim with the ROC Recovery Fund to get reimbursed for the money we will spend to correct these items. This company was consistently late with their work. They used unlicensed plumber and electricians, and got their license suspended as a result [see ROC action 2010-308473826]. Our contract read "insulate attic to R-33" and this company contracted with a subcontractor for R-28. We had to scrutinize everything this company did in order to keep from being ripped off. As a result of an ROC Corrective Work Order, Sun City Restoration was ordered to correct an electrical outlet. He did so without obtaining a permit, resulting in a Maricopa Violation V 2012 00585 and a $60 fine. Brent has continued to neglect to pay his subcontractors, including our flooring installer [Stearns Flooring] who then filed an ROC complaint against him. He did not pay Efficient Electric who then filed an ROC complaint against him. And Brent did not pay Hayden's Carpet, who has filed an ROC complaint against him. We are almost through with this debacle, but not without discovering many others who have been treated the same way we were. Sun City Restoration has 11 complaints filed with the Registrar of Contractors for failure to pay sub-contractors [2009-4342, 2010-308476933, 2011-463, 2011-2038, 2011-2540, 2011-2743, 2012-200, 2012-1760, 2012-2270, 2012-2288, 2012-5336]. There are 9 complaints filed with the Registrar of Contractors for poor workmanship [2007-G071164, 2007-G071217, 2009-10-0957, 2010-308473826, 2010-308477152, 2011-1090, 2011-2156, 2012-969, 2012-1642]. Complaint 2011-1661 deals with false advertisement in a newspaper ad making false claims. Complaint 2011-3619 is a claim by an employee for non-payment of wages. This contractor's license on the ROC website is misleading. It doesn't show the 23 complaints against his license. That may cast him in an unfavorable light, but if you are interested in hiring this contractor, one should request these complaints and read the mayhem Brent Monroe and Sun City Restoration has left in his wake.
