Picasso Painting and Remodeling 5151 Bent Tree Forest Drive Dallas TX 75248 Two pictures posted on his social media, but the project was abandoned by Mr. Carlos and his family: Carlos Penagos and his company abandoned the home remodel and damaged my home. Less than 10% of work completed but has 60% of my money($37,500). After we negotiated an amicable fee for renovations, a signed contract got done between myself and the Picasso company on July 9, 2020. Work began shortly afterward on the interior, and he communicated they started the process to obtain a city permit for the build-out. After four weeks of work on the interior, Mr. Penagos demanded the second installment payment, which is written in the contract; however, they had completed approximately 5% of the interior project, and nothing on the outside initiated as they communicated the city of FW is slow due to COVID; it was difficult to obtain a city permit. The July 9th contract had an estimate of 60 days to complete the entire project. However, because I signed the contract and agreed to the second installment, I did make that payment, and he communicated the project is taking slightly longer than anticipated. We had several conversations on the progress or lack of on the project during the next four weeks. On 10/19/20, Mr. Penagos removed the city trash bin from the property. He nor his crew returned to do any additional work - walked off the job and held me, hostage, for any additional work until I succumbed to pay more for the renovations than agreed upon in the original signed contract. I took it upon myself to contact the city permit office. I found that Mr. Penagos's company failed to provide the required documents to obtain a permit, even after the city notified him multiple times detailing what is required. At this point, conversation with me shut down, and Mr. Penagos would only converse with my Fiancee. Mr. Penagos demanded more money and wanted a new contract signed. We had another contractor assess and review the work completed, and he advised 10% of the proposal is complete. Many amenities on the master bathroom renovations I paid out of pocket, and Mr. Penagos agreed to take those costs off the final payment upon completion - essentially reducing the final amount as an offset. I took this approach because I could not get him nor his Team to move forward with purchasing items such as the shower faucet and shower door. Two weeks ago, and after numerous conversations between my Fiancée and Mr. Penagos, Mr. Penagos refused to honor any commitments or deadlines he has made. I am appealing for assistance with this situation a much appreciate your help. Snippet from the July 9th contract: ESTIMATED TIME FRAME: 60 Days TOTAL BID: $60,000.00(LABOR AND MATERIALS) 40% initial payment by signing contract and 20% 4 weeks after and 40% upon job completion Demanded a new contract with an additional $29,200 tied to the original signed contract of $60,000.00 - TOTAL BID: $89,200.00 (LABOR AND MATERIALS) AMOUNT PAID $38,500 AMOUNT DUE: $50,700 $25,700 payment by signing revised contract, $15,000 after demo of concrete, framing & roofing, $10,000 final payment after windows, drywall & painting (upon completion) When asked to honor the contract, he became verbally abusive and threatening. I filed with the BBB and I am asking for a full refund of the $37,500 paid to date as well as $6,000 for materials he had me buy on his behalf. Pay for damages to the house totaling just over $3,000 and return the French doors I paid for being kept in his warehouse in the condition it was picked up from Builder's Surplus(new and no damage). This company is full of sh** they tell you one thing on CONTRACT and then do another. The father claims they are fair to the customers and then the son Carlos come along a change the hole agreement and the father go right along with it. My contact stated and we discussed it on the phone they would paint the front of my house and the side where the repairs was done. Then he went on to explain his daughter wrote the contract wrong admitting their wrong but, still didn't honor his word. Buyer beware these people overcharge and don't do what you agreed to. I will see them in court!!!

Picasso Painting and Remodeling did a outstanding job. They were punctual for the Estimate which is never the case for most remodeling companies, Carlo and Jackie who were doing the estimate were very polite and respectful of my home. When it came to picking a color they were very helpful. The workers cleaned up after themselves they did the job fast and well, They painted my whole house in the matter of days, i always get compliments when i have guests over. They truly did a beautiful job, as well as painting and repairing my fence. Thank you Carlos for managing a great remodeling company!

Picasso co did a full remodel on our home, these guys did an excellent job! They finished and left the place clean. I highly recommend you hire picasso co! This is a family owned business, the owner is super friendly. They are a bilingual company as well.

Below is my story. I contacted Thumbtack about it and they have done nothing about this scam contractor.I also have contacted other sites he is listed on including PORCH, HOUZZ, REDBEACON and Others. Thumbtack said they would have their "Specialist" contact me. After the below true story being posted in the contractors review section, he still had FOUR STARS. And when you google his company name. PICASSO PAINTING AND REMODELING in Plano, Tx the only thing that comes up on the link is a positive review even though mine is most recent. What gives Thumbtack? What a place for scam artists to rip off the public. I think all the positive reviews are fake on most of these sites! Please see below detailed true story about what I went through with JUAN CARLOS PENAGOS with PICASSO PAINTING AND REMODELING after finding him on THUMBTACK. Consumer BEWARE! A copy of this true story has also gone to the DAs office in Collin County Texas, the Texas State Attorney Generals Office and a police report is being filed. I can not disclose who else he has been reported to. Lets say a government agency who handles exploitation of immigrants. He did not know I am an activist and will not lie down and take this theft of my money! Consumers stand up to these thieves! ------------------------------------------------------------------------------------------------------------------------------ DO NOT DO BUSINESS WITH CARLOS PENAGOS or anyone from this company! From all appearance he is a liar, crook and a thief. He stole 1500 dollars of mine and quit the job. He was supposed to do repairs on my house and then paint it. We signed the check on November 3, 2015. Today is November 28, 2015. I gave him a check for $1500 to start the job and that was a big mistake! Never ever give a contractor half up front. He was complete yes guy saying yes to everything to get the job. After waiting a few days he finally sent the power washing person over here. We had agreed that in addition to power washing the house he would power wash the sidewalks and patio as well. That never happened and he said "We will take care of that later". Then when the power washing guy left, there were cobwebs on the front door still! No power washing there obviously - a poorly done job or not done at all. I found out in dealing with him throughout this nightmare, his favorite word is "Later" or "manana". Then came the first "Carpenter". Carlos never walked the house with this guy to show him what needed to be done. The guy came in blindly not knowing what to do. This guy would show up at 2:00 in the afternoon or not show at all. I would have to call Carlos and tell him his guy was not here - he did not care enough to check. In all, the guy put in a couple of hours labor and what he did was horrible! I could have had my teenage neighbors son do a better job. He slapped a couple of boards on the front of the house where corner trim was over rotten wood and called it good. He put hardy plank where soffit was supposed to be and left a gap big enough for rats to get it. Then I found out that carpenter quit because Carlos did not pay him or was ot paying him enough. I demanded Carlos come over and I show him what was done. He came and agreed it was horrible and he woud get someone else to fix it. "So sorry" And all his promises but nothing to back it up. So then a few days later come the next "Carpenters". I demanded we all walkj the house and everyone understand exactly what was to be done. One guy spoke English so he understood very well what was to be done. Three guys showed up two days later and started ripping fascia board off and trim and damaging more in the process. They started slopping caulk all over the place and even over rotting wood. They started caulking the boards that we had agreed would be taken off that the first lousy carpenter did. I saw this happening and went out and stopped the and called Carlos. He said "Let my guy work - I dont need a babysitter". Can you believe that? So I saw them talking on the phone to him and assumed they were straightened out on it. About 30 minutes later I lookedI outside and they were getting ready to leave. I stopped them and asked them what was going on. They said Carlos had lied to them about the extent of the work and was not paying them enough. They also admitted that only one of them knew anything about carpentry and they were primarily painters. My brother in law spoke to them on the phone. They said Carlos is a crook and does not pay anyone like he should.. They said he lies to the homeowner to get the job which I know is true now. I looked on the side of my house and the back. They had ripped off trim and left open an area behind the brick that would let rats and water get in. Fascia board was all over my driveway. They had damaged additional wood while taking the fascia board off and caulked over rotten wood as well. Put caulk where the big gap was instead of ripping it out like we agreed. So that was the damage left by the SECOND carpenter. So I was very exasperated by this point. I told Carlos that he better get someone over here quickly to close up the places that were open to the weather and to rats even if he had to come and do it himself. He said he had noone for a few days available. a I insisted because rats can get through a quarter size hole and get in your house. We also had rain forecast in a few days. He finally called my back and said he would have someone over there the next day. My brother in law intervened and said give him one more chance. I did. I then told Carlos to be over there with this next carpenter to walk the house AGAIN so everyone would "comprehende" what was to be done. The THIRD carpenter showed up the next day WITHOUT Carlos. I walked outside and he immediately told me he could not do this job. He had been on the premises about ten minutes. He was driving a van with his remodeling company name on it. He was very nice and looked at what had been done and pointed out the mess the others had made. He also stated like the other, that Carlos had lied to him about what was to be done and was going to pay him very little. He said he could not do it for what Carlos was going to pay him. So basically, Carlos had lied to me, and all the people he had hired or attempted to hire, not paid them for what little they did do, and deceived and lied to everyone. Then I told Carlos give me my money back. Either get it done quick, do it right or give me my money back. At this point, I had been dealing with this for almost three weeks. I told him the consequences he could face if he did not.He said via text message "I quit and I am done with you. I will put your check in the mail". Areas of my house were exposed, the rats could get in and he had caused me nothing but a lot of grief, stress, lies and empty promises. He had deceived everyone. My brother in law intervened and told him to give me my money back. He told Carlos a week ago that he would put the check in the mail after he got the "Receipts" the next day from his guys. That was a week ago.What receipts? He paid noone. I was smart enough to get the numbers of both of the "Carpenters" he had used to verify that. I told him to come and get the unused materials that have been sitting out in the weather for two weeks and being rained on.Materials are still setting out in the weather and we have had two days of rain now and my house in probably getting more damage where they left it open to the weather. I have had other carpenters for estimates over here to see this and give estimates. They said he apparently a fraud and the "Half up front" is a con that these crooked contractors use on homeowners. So here I sit today 1500 dollars stolen from me and more damage on my house than before they ever touched it. . I am a single woman and I think he thought he could get away with this. Underbid the job, try to pull a patch job on me and deceive and lie to me along with his so-called "Carpenters"he hired. He will not get away with it.For a week he had not responded. I have informed the District Attorney office of what he did. They said it is called "Theft by deceptive practices" And that they deal with these crooked contractors all the time. I have informed Thumbtack and other sites he is on to get him removed. He has a lawsuit pending in Collin County for another situation. I will tell the truth to all to expose Carlos for what he has put me through. I have all the documentation, telephone numbers and all the inforrmation to pursue this legally and on social media. Carlos you messed with the wrong woman! Thumbtack and others remove this contractor or expose him for the frau! People be aware also that a lot of these reviews are fake. Consumer beware! Only use a verified site such as Angies List. I am a member and should have only relied on them. Also I have plenty of pictures of the mess he made on my house and what shoddy little work was done. Google Carlos Penagos soon and see this posted on other sites as well to warn others.You will also find my email address to contact me if Carlos tries to blame me for this or try to lie his way out of it. I tried to work this out with you Carlos and you did not want to. You will pay me my money or face civil and criminal penalties. Consumer DO NOT HIRE and AVOID AT ALL COSTS!
