Bobby Frazier of Frazier Maintenance LLC quoted my residential bed and bath remodeling job at $4,000 plus material. Actually, the phrase Mr. Frazier used was "not to exceed $4,000." He also stated that "THEY" could complete the job in two weeks. I agreed to the cost and time frame and Mr. Frazier was scheduled to begin in mid-July. On the first day (Tuesday July 16), only one worker showed up. It soon became apparent that Frazier Maintenance's "crew" was one part-time worker. He showed up each day at mid-morning and left each day between 3-4pm (about 30-35 hours per week). Needless to say, the production was minimal although the quality was acceptable. On Tuesday July 24, Mr. Frazier brought me a bill for $1,250. He said he needed the money to pay his employee. I expressed concern that the pace of the job was VERY slow but Mr. Frazier assured me it would be completed on time. Reluctantly, I paid this bill. On Tuesday July 31, the arctic pace of production had not improved. Mr. Frazier had not been on the job for a single day and his one employee was still showing up part-time and making minimal progress. Yet, again, Mr. Frazier came to my place of business for another $1200+. At this point, I expressed very pointed frustration that the progress was so slow and quality issues with the work (just a few) needed to be addressed. He apologized for the slow pace and stated that he would help the one worker the following week and the job would for sure be done in another week. Again, I paid the bill...and the situation simply got worse. Mr. Frazier never came to help and his one employee did not show up on Tuesday, August 6. I called Mr. Frazier by phone that evening and informed him of my unhappiness with the ridiculously slow pace of the job. He agreed that he had "dragged his feet" but PROMISED the job would be done in another week (week five of a two-week project). I informed him that I was not going to be making any more payments until the job was completed. He stated that he would bring his worker to my house on the evening of August 6 to discuss the issue. They arrived and I told him my position regarding payment had not changed. He said this was unacceptable and he needed money to pay his employee. During this time, my wife had been examining materials receipts. I gave Mr. Frazier my Lowe's charge card in order to purchase material needed for the job. We discovered that he had made personal charges for tool purchases on my account (a "12-piece kit", an industrial drill bit, and 3 pair of gloves). I also discovered he was purchasing significantly more material than was being used on the job. I confronted him with these facts and he admitted that he bought the tools and stated he would give them to me. He also said he thought all the excess material purchased was on his truck at another location, but he was "not sure". Further investigation of receipts revealed a $65.17 purchase for an item at Lowes that was not itemized. He said he purchased it but "did not know what it was or where it was". I also discovered another charge to me in the amount of $19.93 for which he did not have a receipt. Obviously, this was very distressing. I asked Mr. Frazier to refund the money for these purchases and he refused. I estimate that the job is between 1/4 to 1/3 complete, with practically all of the "detail" work remaining. I have paid for 63% of this job and have received about 30% of the work. I asked for a refund and again, he refused. Obviously, it was apparent that Mr. Frazier was going to continue to drag the job out with a part-time worker and request money each week. Due to the insufferable lack of progress and the issues of trust regarding my credit account at Lowes, I fired Mr. Frazier on the evening of August 6, 2013. I have not received reimbursement for material in his possession or payments made to Frazier Maintenance in advance of job completion.
