First off he was supposed to start the project within 15-30 days of signing contract. He went over 30 days and finally started project after my phone calls inquiring when he was going to start. Even though this was a rocky start I understood because there was a rainy spell that lasted a number of days which I'm sure set him back. When he started I thought everything was finally on the way, so I gave him the second draw of $2433.33. He started the patio and did a pretty good job at the patio. We even had him give us an estimate on doing a paver sidewalk. He said he would do it for $700 to $800. and I agreed to that and he did the sidewalk while he was there doing the patio. When he finished the patio and sidewalk he said he would be back in a week to start the deck. A week turned into weeks and I finally called again. He assured me that he would be there next week. A couple weeks later he called and left a message that they sent him the wrong color railing(wrong color? We ordered white) and he had to send it back and it would be a couple more weeks before he would get the correct railing. To make a long story short, after 5 months I called him up and told him I didn't want him to do the decking and I wanted some money back. After weeks of stalling he finally agreed that he owed us money, but that he couldn't afford it right now. By my estimations, I agreed to pay the first draw of $2433 to cover the patio. I also added $800 for the sidewalk which was the highest that he bid to do it. That adds up to $3233. I paid him $4866.66 from the two draws. That leaves a difference of $1633 which he owes me. After many phone calls some of which got very heated I have only received $100 of the $1633 he owes us. He is obviously stalling using every excuse he can to delay paying his debt. He got hostile on the phone with me threatening to put the business in bankruptcy and I wouldn't get ANY money. I have called the local Magistrate and all they can do is take it small claims court but chances are it doesn't even matter. Lawyers told me that it would cost much more to prosecute him then I would recover, so it looks like he has the system on his side. I would NEVER recommend this guy to anyone! This company could also go by the name of Cobblestone Landscaping.

The first draw at signing of the contract, the second draw when he started the work, and the last draw when he completed the project. The deck work needed was to strip off the wood decking and rails and to install composite decking and vinyl railing.
