He was incredibly responsible, did a quality job. Recently, he did some work for us around our house. He is great at helping us figure out what the problem is and come up with solutions.

What upset us was that he showed none of his earlier sensitivity to the look of the house, and took what he later described as an ?executive decision? to reconstruct the porch in a very different manner to it?s original appearance. We asked him to return the porch to its original appearance in September. He responded by saying we should be happy with the porch and promised to work with us until we were satisfied. He actually said ?I?m not the kind of person who will blow you off?. After chasing him for a while to get a date to do the work, he eventually said that due to the winter weather he would be in touch at the end of March. We tried contacting him in April and he no longer answered or returned our calls - until we threatened to issue a complaint. After getting other quotes to fix the porch, he was persuaded to offer a refund amounting to a fraction of his original fee. That was more than one month ago and we have not received any compensation or assistance whatsoever. On grounds of cost, but more importantly, reliability and trustworthiness, we could not honestly recommend the services of NWR Construction. We are particularly sorry to say this, because we really liked and trusted him. *Update: In Ron's response, we feel that Ron did not adequately address our core complaint, which was he agreed to fix our porch and then never followed through and did the work. In his reply, he appears to say that he agreed to fix the porch, then the next thing he knew we got other bids to fix it. In fact, there were 10 months of unanswered and unreturned calls. The only way we could contact him through most of this time was by calling from a number that was unrecognizable to Ron. On the rare occasions we managed to speak to him, he'd tell us that he'd "come over next week"--he never did and never gave an explanation. At one point, he said that he would not be able to work due to rain, but that he would contact us in March. He never called. Instead, we made contact with him at the end of April, again after he had ignored several of our calls. He also refused our request to set a date for the work. Due to the difficulties that we were having even talking to him, we had to eventually conclude that he had no interest in doing the work. And hence we contacted him to say that we were considering getting other bids, at which he became very defensive and he said we'd never get as good a price as he gave us. Again, he said that he would "come over next week". Again, he did not arrive the following week or call us at any point. So we went ahead and got the quotes from other contractors. If Ron was intending on doing the work, the problem is one of incredibly poor communication and a complete absence of any kind of customer service. In our last conversation with Ron, he did offer a partial refund, but this never transpired. And I note he did not mention it in his response to Angie's List. We did make attempts to contact him after this, but they were unsuccessful. We are not unreasonable people, and in fact we got the impression that when he did our kitchen was that we were his most accommodating customers. We now feel that this led him to take advantage of us. We want other Angie's List members to know that he is an unreliable and untrustworthy contractor. If we can save someone else going through what we did, we'll be happy.
Description of Work: Ron was employed to renovate our kitchen and repair dry rot on our front porch. We initially hired Ron to remodel our kitchen in our 1911 house, and we were for the most part very happy with the results. He performed a lot of the work himself and shared our respect for the historic integrity of the house. On the negative side, the final cost was significantly higher than the original estimate. We then asked him to fix the dry rot on our porch. The first time that we spoke to him about this he told us that it would cost a maximum of $1000. When he came to do the work, he did not give us a quote, but told us he would charge for time and materials, and that the work would take a day or two. In the end the job lasted four days, including the replacement of healthy siding without consultation. The cost was more than four times his original estimate.

Response from NWR Construction
First, in regard to the price of the kitchen, the estimate was just that: an estimate, any prices that were quoted were the price charged unless noted with a caveat in the original quote. There were items not decided upon or unexpected tasks needed to be completed in a 1911 house that had never had a remodel done on the kitchen and unpermitted remodels of the rest of the house. They also added things as we went along and with the unexpected items, the price was higher than originally estimated. That is why it is called an estimate. The items that were extra were priced at cost with no mark up. They were happy enough with the first project, they hired me for the second. Second, in regard to the porch, any quote or estimate was verbal and was again noted with a caveat, verbally, that there might be some unexpected surprises when we opened up the porch to find out what was really going on. We did find additional dry rot, footing supports and foundation aprons that were inadequate, along with siding that was damaged and warped. I did make a decision on the final design of the porch because without rebuilding the whole porch, the lines of the siding would not have matched, which would have looked odd if done. Also, along with the price they say was over the estimate, there were numerous additional items done along with this project and the price reflects that work. They were informed at the time of the additional work. As far as not responding to their requests, I did and said as soon as it stopped raining I would do the project and they agreed. Portland had one of the rainiest and cold springs on record. I wasn't about to start a project in the rain and take additional time to complete because of the weather. Then I get a phone call and they are upset that I wasn't doing what I said I was going to do, so they went and procured estimates from other contractors and said I need to pay for the work of that other contractor. Then I get a letter from you. I am sorry that they are not happy with the work, but I did explain at the time what was going on and they were aware of what was being done. The design is a little different than the previous repair, which was done inadequately, but knew the work will stand the test of time. Because of the repairs that needed to be done for structural integrity, the design changed. If I had made it look exactly like what if did before it would have additional cost. They did not want to replace the whole porch, which is really what needed to be done. I was aware that the cost was increasing and I did what I thought was best at the time. I want to state again, "It was a time and materials job and that is what I provided." Any additional items will be just that, additional and will need to be paid for additionally. Again, I am sorry that it has come to this, in 20 years of being a contractor, this is the first time I have had an issue such as this. Sincerely, Ron Downey, Owner, NWR Construction LLC

RON DID GREAT WORK, REALLY KNOWS WHAT TO DO, AND HOW TO DO IT. PRICE WAS A DISAPPOINTMENT, ALTHOUGH HE DID INDICATE IT WOULD BE MORE EXPENSIVE BECAUSE OF "ECONOMIES OF SCALE"
