months for completion (May 2019). Due to unforeseen circumstances, construction did not even begin till March 2019 and a 2nd architect had to correct some drawings. Due to many mistakes on the part of the contractor and the city inspectors, the final inspection (for the interior) was completed on April 2020 after 3 tries. He stated that the driveway was above our budget and refused to complete the project even when the driveway was included in the drawings. The contractor is unprofessional and non-communicative. He mis-managed the project. Phone calls go unanswered. Emails are sometimes responded only after several weeks delay. He does not keep his promises and questions will go unanswered for several weeks, e.g. a budget spreadsheet for expenses and receipts. There were inexcusable delays. Workers only work on the site one or 2 days a week that stretched more than 10 months. Project came to a standstill from November 2019 to April 2020. If the project was completed in 2019, the homeowner would have rented 1 or 2 rooms and was denied income from the rental for more than 10 months.
Description of Work: The contract included application of permits, demolition of existing structure, concrete slab installation, structural framing, interior framing, HVAC system, electrical wiring, plumbing, sheetrock, interior painting, carpet installations, etc. The exterior driveway work remains to be completed (in the architectural drawings). The workers performed substandard work e.g. a) When the 1st plumber upgraded the plumbing, there were flooding in the basement on 3 occasions. After corrections, there were flooding that seeped through from the exterior. The 2nd plumber had to correct the work. The contractor did not inform us that the permit was voided in September 2019 and the new permit from the 2nd plumber was not issued. We found out from the City that the final inspection could not be done without the new permit. They needed a letter from us to have the permit issued after the fact. b) The electrician had to return on several occasions to correct unfinished work that spanned a few months. Homeowner was charged for late fees after 3 months because when the temporary meter was installed, the bills were not mailed to the us. That was due to the permit not correctly filled in.
