Custom Rock

First, it took a little over 4 weeks, failures to return a phone call and a couple of missed appointments before he finally made it to my house.  His town of Raymond is a small mountain community about 40-45 minutes north of me.  On the day of his service, he called to advise that he was about 20 minutes south of me.  We had one previous phone conversation where he provided a quote of $150, estimating an hour to do the job, but never came by to survey the project for a final figure.  According to the owner he did most of his business in and around Fresno (my home town) and was in the vicinity on a regular basis.  The job, in fact, took one hour and that included resetting one rock, that we wanted to move, near the house.  At completion he presented a bill of $450 but was willing to knock it down by $50.  What happened to the $150 quote??? It appears that he was charging travel time as well.  Let's see, he's south of me, traveling north with an empty trailer.  Stops to get a free load of rocks and wants travel time?  All the time he was complaining about how he didn't have a demand for these rocks, that he wouldn't be able to resell them, even the ones with moss on them. These we quality mountain rocks, not the decomposing granite type and selling rock is his business. I wanted rocks removed, not a load of fertilizer.  I paid the bill, but will proceed with my complaint through the local Better Business Bureau.  He was friendly enough in person, but not a provider that I would ever do business with again or recommend to anyone else.
