After the job was 3/4 complete we inspected the installed shutters. We found that 90% of the shutters showed signs of shipping/installation damage (dings, crush marks, scratches, etc...). We also noticed that the initial measurements were not taken correctly as the divider rail (bar that splits the shutter panel) did not overlap the window sash. The divider rail was placed about 5 inches above the correct horizontal position. After further inspection, we noticed that a good majority of the panel louvers did not operate properly. The build out of the shutter frame was not measured and ordered properly and prevented the louver from pivoting 180 degrees from the full closed to the full open positions. The reason for this is that the trailing edge of the louver blade rubs on the window frame. We contacted Norman Window fashions and they advised that it's the merchants responsibility to inspect the shutters upon delivery at the merchants business address. They also sent a representative to our home to inspect the shutters. This apparently was not done. The worst part about this is that the business owner (Barney Printz) failed to correct the shutters in a timely manner. We are going on a year since we ordered the shutters. We have pictures, video, phone records, and every movement documented. We initially disputed the shutters with our credit card company. We were awarded a 100% refund. After Barney Printz received notification of the dispute, he promised to reinstall and correct the shutters if we reversed the dispute. Unfortunately, we trusted him and reversed the charge back to his account. This was in November of 2015 and to date he has not completed the job. We have filed a complaint with the Ocean County Division of Consumer Affairs. They have charged him with 11 violations two of which include failure to provide a written contract and worst of all, not being registered as a Home Improvement Contractor. There are other very reputable installers in our area. One installer in particular, Toms River Shutters, comes highly regarded throughout our community and was almost half the price!!! We trusted Barney Printz as he had been a friend for several years. Please do your due diligence and get a written proposal, written contract, warranty information, and ask to speak with several references. We did not do this and learned the hard way. The saving grace for us is that the system (Division of Consumer Affairs and Special Part Small Claims Court) will get us our money back. It will be a long drawn out process, but we will prevail in the end!
